MINUTES OF A SPECIAL MEETING OF
EAGAN CITY COUNCIL
Eagan, Minnesota
December 07, 1993
A Special City Council Meeting was held on Tuesday, December
07, 1993, at 5:00 p.m. in the Eagan Municipal Center Building.
Prior to the Special City Council Meeting, at 6:00 p.m., an
executive session was held to consider a proposed response to
police negotiations. Following the executive session, the City
Councilmembers focused on a request by the City Administrator to
evaluate the building design and budget for the municipal
center/police building expansion project. Those in attendance for
the executive session were mayor Egan, City Councilmembers Awada,
Hunter, Masin, and Wachter. Also present were Assistant to
Administrator Duffy, Chief of Police Geagan, Administrative Intern
Pruitt, and City Administrator Hedges. Those in attendance for the
Special City Council Meeting were Mayor Egan, City Councilmembers
Awada, Hunter, Masin, and Wachter. Also in attendance for the
Special City Council meeting were Chief of Police Geagan, Assistant
to Administrator Duffy, Director of Parks and Recreation Vraa,
Chief Building Official Reid, Police Captain Swanson, Director of
Community Development Reichert, Director of Public Works Colbert,
Chief of Fire Nelson, Project Manager Stowe, Architect Thorbeck,
Administrative Intern Pruitt, and City Administrator Hedges.
Executive session
The Police Association bargaining demands were held in
Executive Session from 5:00 p.m. to 5:30 p.m.
Municipal Center/Police Facility Expansion Project
City Administrator Hedges requested an extension until the
following Special City Council Meeting on the Municipal
Center/Police Facility Expansion Project in order for the Steering
Committee to review feasible design alternatives and cost
projections. The City Council supported the extension request.
The City Administrator sought budget guidance from the City
Council for the Municipal Center/Police Facility Expansion Project.
Councilmember Awada proposed a $5.0 million budget. 'Discussion
generated consensus for a guideline budget of $5.0-5.3 million.
The City Council also challenged staff. to reduce the budget
allowance if possible.
Project Manager Stowe and Architect Thorbeck informed the City
Council that a breakdown of costs along with impacts would be
presented at the next Special City Council Meeting. Project

Manager Stowe informed City Councilmembers in order to create an
awareness regarding project deadlines, an overall cost impact
schedule would be presented at each meeting for their review.
Project Manager Stowe suggested the City Council would then be able
to calculate expenses for postponements relating to the overall
cost of the Municipal Center/Police Expansion Project. City
Councilmembers maintained their support for the Police Building to
be built out to accommodate 2010 space needs.
The City Council reiterated it's support for a campus design
for police, fire, and municipal center departments. City
Councilmembers also restated support for maintaining the Fire
Department within existing facilities, as it was the Fire
Department's desire not to be located within the lower level of the
municipal building. City Councilmembers expressed support for
future expansion of the Fire Administration Building, and informed
Chief Nelson that it was too premature in the project to determine
a specific location for the Fire Department. City Councilmembers
did relate that due to their strong support for a campus concept,
they would not support acquiring additional land for proposed Fire
Station #6. Chief Nelson responded that the Fire Department
supported this decision to wait.
There being no further discussion, the Special City Council
Meeting was adjourned at 6:28
