12/15/1993 - City Council Special 0 •.3z'; MINUTES OF A SPECIAL MEETING OF THE EAGAN, CITY COUNCIL Eagan, Minnesota December 15, 1993 A special meeting of the Eagan City Council was held on Tuesday, December 15, 1993, at the Eagan Municipal Center. Present were Mayor Egan and Councilmembers Wachter, Awada, Masin, and Hunter. Also present were City Administrator Tom Hedges and Director of Finance/City Clerk Gene VanOverbeke. Mayor Egan called the meeting to order. City Administrator Hedges explained that on December 7, 1993, the public hearing to consider the 1994 Budget and the 1994 Property Tax Levy was dosed and a subsequent hearing scheduled for December 15, 1W3. He stated that technically, the City Council could still convene for public comment but could also adopt the budget at this meeting. There was one person in the audience and Mr. Hedges explained that at the December 7, 1993, meeting a 30 minute presentation had been made for cable viewers and approximately 20 people in the audience. He said the City would be happy to answer any questions or send the handout to the resident and then visit in person to address any concerns. Jennifer Lundblad, 3233 Rolling Hills Drive, a recent transplant from Massachusetts, asked a number of questions regarding funding for the City's budget and asked what had been cut from the original budget proposal to lower the percent of increase to 7%. She also asked the function of the new Convention and Visitors Bureau and where it gets its funding. A number of questions were asked about Personal Services, particularly as they relate to the Police Department standard of 1 officer per 1,000 residents. In answer to additional questions, it was explained that the City's pension plans as well as vacation and sick leave plans are fully funded. After brief additional discussion, Awada moved, Hunter seconded, a motion to approve the General Fund Budget as presented subject to additional staff review of capital outlay. Aye: 5 Nay: 0 R-93.91 City Administrator Hedges explained that while there was a change in the total for the Storm Drainage Utility, the differences between 1993 and 1994 are mostly attributable to changes in the funding priorities within the utility. Wachter moved, Masin seconded, a motion to approve the Public Utilities budget as presented subject to additional staff review of capital outlay. Aye: 5 Nay: 0 Hunter moved, Awada seconded, a motion to approve the resolution certifying the 1994 property tax levy. Aye: 5 Nay: 0 At the close of the meeting, the differences between cities in financial reporting was discussed. It was noted that the City has been fiscally conservative and its financial reporting straight forward. Mayor Egan reported that the Civic Arena Fundraising Organization had received a large donation from Northwest Airlines in appreciation for what the City has done and what it has meant to them.
