MINUTES OF A SPECIAL MEETING OF
EAGAN CITY COUNCIL
Eagan, Minnesota
December 21, 1993
A Special City Council meeting was held on Tuesday, December
21, 1993 at 5:00 p.m. in the Eagan Municipal Center Building. The
purpose of the meeting was to examine a revised description of the
schematic design, per efforts of the Steering Committee, architect,
and construction manager, as well as the revised budget as directed
by the City Council. Those in attendance were Mayor Egan, and City
Councilmembers Awada, Hunter, Masin, and Wachter. Also present
were Director of Finance VanOverbeke, Assistant to the
Administrator Hohenstein, Chief of Police Geagan, Director of
Public Works Colbert, Director of Parks Vraa, Director of Community
Development Reichert, Chief Building Official Reid, Administrative
Intern Pruitt, and City Administrator Hedges.
Municipal Center/ Public Safety Expansion Project
City Administrator Hedges provided background information
regarding the purpose of the meeting. He recalled the City Council
previously provided direction regarding the basic budget total of
$5,190,945, and also requested the Steering Committee, staff, and
the architect to present several options the City council could
review. The focus groups, City Administrator Hedges explained,
preferred to have internal restrooms and a naturally lighted area
lunchroom.
A schematic estimate for the Municipal Center/ Police Facility
project was presented to the City Council by Project Manager, Mike
Stowe. The Schematic Budget estimate for the proposed police
facility designed to meet 2010 space needs, Mike Stowe quoted as
$3,504,105. The City Hall facility built to 1993 space needs, Mike
Stowe related as $1,686,840. Discussion by the City Council
related to findings of the Schematic Estimate Report. Mayor Egan
complimented Mike Stowe on the user friendliness of the document.
Project Manager Stowe explained he and Architect Thorbeck
required direction for the blueprint of the proposed police
building, whether or not a basement should be included in the
project design, and to what extent City hall renovation should
occur. City Councilmembers discussed the police options included
within the Schematic Estimate Document. Councilmember Wachter
supported the basement proposal for future expansion and storage
needs. Mayor Egan, Councilmember Wachter, and Councilmember Hunter
expressed support for the option to increase M & E quality, which
Mike Stowe explained, would employ energy conservation systems.
Mayor Egan and Councilmember Awada supported the elimination
of the basement proposal for the Police Building following a
discussion of the associated construction expense of $405,000.

Further discussion by City Councilmembers related to the budget
and city hall options. The City Council expressed a desire to
examine the associated gains and missed opportunities of the
various options. Mayor Egan, Councilmember Hunter, and
Councilmember Wachter stated their support for the new City Council
chambers, following a discussion of the various programs requiring
public space.
Collectively, the City Council supported eliminating the full
basement option for the Police building. City Councilmembers
supported the option for a second floor expansion on the police
building. The City Council provided direction to continue with the
option of a new City Council chambers, and the proposed Phase III
expansion for the municipal center project.
There being no further discussion, the Special City Council
meeting was adjourned at 6:25 p.m.
