06/30/1993 - City Council Special 002U0 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota June 30, 1993 A special City Council meeting was held on Tuesday, June 30, 1993 at 4:00 p.m., In Conference Rooms A and B of the Eagan Municipal Center Building. The purpose of the meeting was to consider the candidate pool for the position of Director of Community Development and reduce the candidates to a manageable number for Interviews ahead of the City Council. Present were Mayor Egan and City Councilmembers Awada, Masin, and Wachter. Absent was Councilmember Hunter, due to a death In the family. Also present were Special Consultant Jim Brimeyer of the Brimeyer Group, Administrative Intern Hanson, Assistant to the City Administrator Duffy, and City Administrator Hedges. Director of Community Development Selection Process City Administrator Hedges explained that under data privacy laws, the names of the candidates for Director of Community Development are protected until the finalists are determined. Once the finalists are selected, their names become public information. Consultant Jim Brimeyer stressed the importance of confidentiality on the part of all of those in attendance and cautioned everyone of the consequences of betraying that confidence. He then outlined the application and interview process that his firm administered. He explained how the questions explored the applicants' knowledge, skills, abilities, and accomplishments. With that, he went through each of the ten preferred candidates, discussing each of their qualifications and highlighting their strengths and weaknesses. Those attending Interjected with their questions and comments as they occurred. The discussion resulted in the group agreeing on seven candidates that it wants to schedule for a preliminary Interview. Councilmember Awada expressed that the interview process should reduce the pool of candidates to two or three finalists who would then be scheduled for a final Interview. Discussion ensued around a possible date for the interviews. Consensus was to do four interviews on July 19 from 5:00 to 9:00 p.m. and three Interviews on July 20 from 2:00 to 5:00 p.m., with a Special City Council Meeting to follow for discussion regarding the interviews. City Administrator Hedges suggested providing the interviewees with the opportunity to meet and get acquainted with the department heads prior to their interviews. The City Council expressed its support of the Idea. Fire Department Pumper Unit City Administrator Hedges stated that it is possible for the Fire Chief to receive delivery of the new pumper unit in time for it to be in the July 4 Parade if the City Council would authorize a hand-cut check from the Finance Department in the amount of $116,800 for payment toward the pumper.
