MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
NOVEMBER 14, 1979
A special meeting of the Eagan City Council was held
on November 14, 1979 at 7:00 p.m. at the City Hall. Those present
were: Mayor Murphy, Councilmembers Egan, Smith, Wachter and Par-
ranto. Also present were City Administrator Hedges and Director
of Finance VanOverbeke.
TEMPORARY TRAILER PERMIT - PEACE REFORMED CHURCH
The application submitted by Peace Reformed Church for
a temporary trailer permit was continued from the November 7, 1979
meeting. City Administrator Hedges stated that a petition was
signed by the adjoining neighbors giving their acceptance and ap-
proval to allow Peace Reformed Church to locate a 24' by 46' double
wide aluminium sided trailer along the north side of the existing
building. He further stated that the trailer would be temporary
and be used for Sunday School classrooms, and, once the addition
is completed to the existing church facility, the trailer will
be removed. In a motion by City Councilmember Wachter, seconded
by Mayor Murphy, all members voting in favor, a special permit
was granted to Peace Reformed Church to allow for the location
of a 24' by 46' mobile trailer unit to be used for classroom pur-
poses until an addition is constructed to the existing church
facility.
1980 BUDGET REVIEW
City Administrator Hedges reviewed the changes that were
made by the City Council as a result of the last budget session
that was held to modify the 1980 roposed budget. He presented
a memorandum requesting that a Clerk/Typist/Receptionist be approved
for the 1980 budget for the Public Works Garage. City Councilmember
Smith stated that he felt alternatives were available to the City
to satisfy the needs of a full time Clerk/Typist/Receptionist with-
out filling the position. City Councilmember Parranto stated that
he could justify a full time Clerk/Typist/Receptionist if the Con-
sulting Engineering firm of Bonestroo, Rosene & Anderlik is assessed
a monthly or yearly charge for use of the Public Works Garage,
realizing employees of that firm are using that facility which
creates a need for additional secretarial and receptionist duties.
After further discussion by the City Staff, including comments
from Park Director Schmidt, in a motion by Mayor Murphy, seconded
by City Councilmember Parranto, with City Councilmembers Wachter,
Egan, Parranto and Mayor Murphy -voting aye, and Smith voting nay,
the 1980 bud et was revised to include the hiring of a full time
Clerk/Typist/Receptionist for the Public Works Garage.

Capital outlay for the Public Works Department, Park
Department and Police Department was presented by the respective
department heads and reviewed by the City Council. The City Ad-
ministrator was directed to include the capital equipment lists
as amended in the 1980 budget as a tentative list of equipment
needs for 1980. It was understood that the list would again be
reviewed before each item is bid and equipment certificates are
sold to cover the cost of the equipment purchased.
PURCHASE OF NEW POLICE PATROL CAR
Police Chief DesLauriers presented a report to the City
Council requesting that he be authorized to purchase a 1979 police
patrol car package from the lowest bidder, realizing that payment
would be made in 1980. Chief DesLauriers then stated that the
lowest bidder was Ridgedale Ford for a 1979 LTD Ford II which is
available for immediate delivery. City Council members Egan, Par-
ranto and Smith stated that it was their understanding that due
to the energy crisis and for resale purposes the City was planning
to use intermediate and possibly smaller cars for Police Patrol
Cars. Police Chief DesLauriers stated that the larger cars are
more comfortable for officers to ride in and further that due to
a greater weight distribution it is more dependable in inclement
weather for emergency services. After further discussion on the
matter, and in a motion by City Councilmember Smith, seconded by
Councilmember Egan, with City Councilmembers Smith, Egan and Par-
ranto voting aye, Mayor Murphy and City Councilmember Wachter voting
nay, the Chief of Police was directed to prepare specifications
and receive quotations for the purchase of a 1979 four door with
a small V8 equivalent to an Oldsmobile Cutlass and further to order
two (2) 1980 equivalency of a Chevy Citation.
PUBLIC WORKS - LOCAL 320 UNION NEGOTIATIONS
City Administrator Hedges provided an update on the status
of negotiations with the Public Works bargaining unit regarding
a new contract for 1980-81. There was no action taken.
ADJOURNMENT
There being no further business, the meeting was adjourned
at approximately 10:30 p.m.
