MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
DECEMBER 27, 1979
A special meeting of the Eagan City Council was held
on December 27, 1979, at 7:00 p.m. at the Eagan City Hall. Those
present were: Councilmembers Egan, Smith, Wachter and Parranto.
Also present were City Administrator Hedges and Director of Finance
VanOverbeke. Mayor Murphy was absent.
1980 BUDGET
City Administrator Hedges presented the final draft of
the 1980 Budget. After a brief review and comment on the part
of the City Councilmembers, a motion was introduced by City Council-
member Wachter, seconded by Councilmember Egan, with all members
voting in favor, the 1980 Budget was adopted as a financial
operating guideline for the General Fund, Public Utilities and
all other funds.

PARK AND RECREATION DIRECTOR - RESIGNATION
The City Administrator read a letter of resignation from
Parks and Recreation Director Barbara Schmidt to be effective
January 25, 1980, allowing her to accept new employment as the
Assistant to the Dakota County Park Director. In a motion by Coun-
cilmember Smith, seconded by Councilmember Parranto, with all mem-
bers voting in favor, the resignation of Parks and Recreation
Director Schmidt was accepted and the City Administrator was di-
rected to begin recruitment for a new Parks and Recreation Director
at a salary range of $1,500 to $2,000 per month.
INTERNSHIP PROGRAM
City Councilmember Smith stated that he is well pleased
with the internship program and is recommending that the City pro-
vide for a second internship under the direction of the City Admini-
strator to pursue state and federal grants, certain planning pro-
jects and other programs as directed by the Administrator and City
Council. In a motion by City Councilmember Smith, seconded by
Councilmember Egan, with all members voting in favor, the City
Administrator was directed to explore the possibility of adding
a second intern for the aforementioned purposes in the City of
Eagan.
1980 SALARY SCHEDULE (NON-UNION AND MANAGEMENT)
The City Administrator presented a salary compensation
study for all non-union employees and management personnel to allow
consideration for 1980 salary adjustments. The study included
an examination of the 1979 salary for all employees, a review of

comparable salaries from the 1979 Stanton Report, and a recommended
salary adjustment based on the survey results. The report was
reviewed by all members of the Council and, upon making several
adjustments, the City Administrator was directed to revise the
proposed 1980 salary schedule and present the salary recommendations
at the January 2, 1980 City Council meeting.
FRIEND OF THE COURT BRIEF - I-35E
City Adminsitrator Hedges reviewed a Friend of the Court
Brief that was prepared by the City Attorney's office in support
of the A-1 alignment for I-35E as proposed in the City of Eagan.
He explained that the Friend of the Court Brief would be submitted
to the Supreme Court in support of Urban Council on Mobility in
their case against the Minnesota Department of Natural Resources
and Associated Families. After brief discussion by the City Council
and in a motion by City Councilmember Egan, seconded by Councilmem-
ber Smith, all members voting in favor, action was taken to adopt
the Friend of the Court Brief regarding I-35E as prepared by the
City Attorney's office and asked that the same be submitted to
the Supreme Court as a matter of record.

There being no further business, the meeting was ad-
journed.
