09/13/1979 - City Council Special MINUHS OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL 0 0 229 EAGAN, MINNESOTA SEPTEMBER 13, 1979 A special meeting of the Eagan City Council was held on September 13, 1979 at 7:00 p.m. at the Eagan City Hall. Present were: Mayor Murphy, Counci]manbers Egan, Smith, Wachter and Parranto. Also present were City Administrator hedges and Director of Finance VanOverbeke. 1980 BUDGET REVIEW City Administrator Hedges reviewed the changes that were made by the City Council as a result of the second budget session that was held on September 6, 1979, to modify the 1980 proposed budget. Specific budget items relating to the Police Department and reduction of certain items of capital equipment in that department. The City Administrator was directed to reduce these items in the proposed budget. The City Administrator was also directed to make additional reductions in all departments. in an effort to balance the 1980 expenditures and revenues which lowers the mill rate to 15.381 mills. The Administrator was also directed to research Police vehicle specifications per the Consumer Guide and prepare a report for the next budget session on comparative statistics for police car specifications. The City Council members also asked for a breakdown of capital equipment as proposed in the Public Works Department and the feasibility and cost of constructing a mobile park unit with City crews rather than purchasing a prefabricated new unit. The City Administrator was also asked to research the various alternative programs to the Shade Tree Reforestation Program offered by the City, such as contracting privately with a nursery, the Dakota County Extension Office and other related sources such as the University of Minnesota. PARKING RESTRICTIONS - COUNTY ROAD 30 TO COUNTY ROAD 32 City Administrator Hedges stated that the improvement of Dodd Road from County Road 30 to County Road 32 is a municipal state aid improvement and there- fore, in order to receive funding from the State of Minnesota, it will be a requirement that no parking signs restricting the parking of any motor vehicles on both sides of Dodd Road between County Road 30 and County Road 32 be approved and enforced by the City of Eagan.. He then presented a resolution that was suggested by the Minnesota Department of Transportation that outlined specific conditions of an agreement relating to parking restrictions on County Road 30 and County Road 32 in the City. After brief discussion on the matter, Wachter moved and Egan seconded the motion to adopt a resolution restricting parking of motor vehicles on both sides of Dodd Road between County Road 30 and County Road 32 at all times and authorized the Mayor and City Clerk to execute the agreement with the State of Minnesota.
