05/29/1979 - City Council Special 00132 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA MAY 29, 1979 PILOT KNOB ROAD INFORMATIONAL MEETING A special meeting of the Eagan City Council was held on May 29, 1979 at 7 p.m. at Pilot Knob School on Lone Oak Road. Those present were: Mayor Murphy, Councilmembers Parranto, Egan, Smith and Wachter. Also present were City Engineer Rosene, City Public Works Director Colbert, City Administrator Hedges, City Attorney Hauge, County Highway Engineer Bob Sandeen, Assistant Engineer Gary Erickson, and County Commissioner James Kennedy. There were a large number of affected area residents also present. Mayor Murphy convened the special meeting and indicated that a Notice of Meeting had been published in the Dakota County Tribune and also had been distributed to the members of the City Council. In addition, a handout was distributed concerning the purpose of the meeting regarding the proposed improvements of Pilot Knob Road between Yankee Doodle Road and 1-494. Public Works Director Colbert reviewed the background and general nature of the improvement after City Administrator Hedges introduced the topic. Mr. Colbert explained that there are two alternates, a two lane 24 foot rural cross section requiring 120 feet of right-of-way and 52 foot typical urban cross section requiring 100 to 110 feet of right-of-way. He indicated that either could include pedestrian and bike paths with the right-of-way. Mr. Colbert stated that there would be raised medians at Yankee Doodle Road and between 1-494 and Eagandale Industrial Boulevard with urban cross sections. He stated that there will be no additional right-of-way required on the east side of Pilot Knob Road along the single family residential area or on the east side of Pilot Knob Road north of Lone Oak Road to Avalon Road or west side of Pilot Knob Road to Skyline Road where a 52 foot urban cross section is utilized. City Engineer Rosene explained cost issues and the assessment policy and reviewed the proposed storm water drainage improvements in the vicinity of Pilot Knob Road. He discussed the storm sewer trunk that would eventually be used to serve the Country Home Heights area with installation of laterals within the subdivision. Council Minutes 001.33 Page Two May 29, 1979 Mr. Hedges stated that 143 letters had been sent to area residents and property owners explaining the meeting. It was stated that there did not expect to be construction until 1980 after the Dakota County Board included the project in its budget. Gary Erickson stated that generally it is necessary that there be a 55 foot half right-of-way because of the State requirement for a 30 foot clear zone beyond the 24 foot improved road. Further, a fifty foot right-of-way is grandfathered in a portion of the roadway. There were numerous questions from the audience and it was noted that no service roads are contemplated on the existing plan and that the road be moved slightly to the west to Univac property. There were very few strong objections to the four lane undivided roadway and numerous affected persons in support. Mayor Murphy indicated that the Public Works Committee will review the proposals during the current month and will make a presentation to the City Council on June 5 in order that the City Council can set a public hearing on the project. It was suggested that a public hearing be scheduled for June 19, 1979, at 7 p.m. at the Eagan City Hall.
