02/28/1980 - City Council Special 00045 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA FEBRUARY 28, 1980 A special meeting of the Eagan City Council was held on February 28, 1980, at 6:30 p.m. at Easter Lutheran Church. Those present were: Mayoi'Blomquist, Councilmembers Egan, Smith, Parranto and Wachter. Also present were City Planner Runkle and City Administrator Hedges. ICE ARENA PROPOSAL Approximately ten (10) people representing the Eagan Ice Arena Committee were present to present plans to construct an ice arena in the City of Eagan. The Committee was represented by Pat Leahy, who is the Chairperson, and Mr. Lynn Keefer, a spokesman for the group. They presented two different plans for an ice area that range from $900,000 to approximately $1,500,000. It is the intention of the Ice Arena Committee to raise the money for the construction of an ice arena through private donations, while the operation would be self-sufficient by renting ice time once the facility is completed. Regarding a time schedule, the Ice Arena Committee is planning to begin its fund raising drive on March 4, 1980, and is hopeful to begin construction in July, with completion in September which guarantees ice time for the 1980-1981 season. Mr. Keefer stated that the reason the Committee is meeting with the City Council is to request their support in the ice arena project, and second, to consider providing a three acre site for the building, site preparation, parking lot, installation of sewer and.water and security lighting for the parking lot. After'discussion and a number of questions by the City Council and committee members present, Mayor Blomquist stated that the matter would be taken under advise- ment and put on the March 18, 1980, City Council agenda for City Council consi- deration. COMPREHENSIVE LAND USE PLAN Members of the City Council and Planning Commission held an informal hearing to review the Comprehensive Land Use Plan that was drafted during 1979 and is scheduled for a final hearing before it is presented to the Metropolitan Council for consideration in approximately two months. Several persons were in attendance to hear the review and explanation of the plan by the City Planner. Mr. Russ Headley, representing Univac, was present and presented a concept plan for the Univac property that was recently prepared by consultants for their property.
