MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
MAY 13, 1980
A special meeting of the Eagan City Council was held on May 13,
1980, at 7:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist,
Councilmembers Egan, Smith, Wachter and Parranto. Also present were City Admini-
strator Hedges, Director of Public Works Colbert, Consulting Engineers Bob Rosene
and Keith Gordon of the firm of Bonestroo, Rosene and Anderlik.
STREET FINANCING PROGRAM
City Administrator Hedges reviewed a memorandum he drafted that
responds to several questions that were asked by members of the City Council
at the special City Council meeting on April 29, 1980, when the Major Street
Construction Program was reviewed. After going through the questions and answers
in detail, Public Works Director Colbert explained the proposed seal coating
program for 1980 through 1984. After a lengthy discussion on the memorandum
and the seal coating proposal, a motion was made by City Councilmember Smith,
seconded by Councilmember Wachter, and all members voting in favor, that the
seal coating program as presented by the engineers for 1980 through 1984 be
approved.
Public Works Director Colbert presented and discussed the recon-
struction program as proposed for Cedar Grove 1st and 2nd Additons, stating
that the projects would be bonded if 20% of the project is assessed. After
further discussion on the matter, and in a motion by City Councilmember Egan,
seconded by Councilmember Parranto, with all members voting in favor, the recon-
struction program as outlined for Cedar Grove 1st and 2nd Additions was approved.
The new construction schedule for 1980 that includes County Road
31 from 1-494 to Yankee Doodle, Silver Bell from Cedar to 13, Wilderness Run
Road west of Lexington Avenue, Deerwood from Pilot Knob to east k mile and also
Blackhawk to Riverton, and Wescott from Denmark to Lexington were all considered
for construction in 1980. It was the consensus of the City Council that Wilder-
ness Run Road to Dodd Road and Johnny Cake to Wildwood Lane be eliminated as
projects for 1980 construction. The motion by Mayor Blomquist, seconded by
Councilmember Parranto, with all members voting in favor, approved the six (6)
projects as listed above for new construction in 1980.
In a motion by City Councilmember Wachter, seconded by Councilmember
Egan, with all members voting in favor, the City Administrator and Director
of Public Works were directed to include all new construction, reconstruction
and seal coating for streets after 1980 in the capital improvements program
to be presented in approximately one month.

PLANNING INTERN
Mr. Kurt Ulrich, a graduate student at Mankato State University,
was hired at $3.75 per hour as an intern for the City Administrator and City
Planner with emphasis in the area of land use planning.
ADJOURNMENT
Upon motion duly made and seconded, the meeting adjourned at 10:00
p.m.
