MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JULY 29, 1980
The Eagan City Council met for a special meeting at the call of
the Mayor in the City Administrator's office on Tuesday, July 29, 1980, at 7:00
p.m. Present were Mayor Blomquist, City Councilmembers Egan, Smith, Wachter
and Parranto. Members of the City staff present were City Clerk Bolke, Finance
Director VanOverbeke and City Administrator Hedges.
VOTING MACHINES
City Clerk-Treasurer Bolke appeared and stated that, due to the
anticipated increase in the number of registered voters, additional voting
machines are required for the September 9 and November 4 elections. City Clerk
Bolke recommended that the City purchase twenty (20) used votomatic machines
from E & L Marketing and further stated that the cost in the amount of $4,600
will be billed out at $2,500 in 1980 and $2,100 in 1981. After further discus-
sion on the matter, a motion was made by City Councilmember Smith, seconded
by Councilmember Egan, with all members voting in favor, that the City Clerk
be authorized to purchase twenty (20) used votomatic machines to be used in
the upcoming elections scheduled for 1980 at a cost of $4,600 of which $2,500
is to be billed in 1980 with the balance of $2,100 due and payable in 1981.
INDUSTRIAL REVENUE MORTGAGE APPLICATION/ECON LAB
City Administrator Hedges stated that an application for a $7,000,000
Industrial Revenue Mortgage Issue was received from Economics Laboratory. He
stated that a public hearing is required before the City Council can further
consider the issue and recommended Tuesday, August 19, 1980, as a date for the
hearing. In a motion by City Councilmember Parranto, seconded by Councilmember
Wachter, with all members voting in favor, a public hearing was set for Tuesday,
August 19, 1980, to consider an Industrial Revenue Mortgage Application from
Economics Laboratory in the amount of $7,000,000.
C.I.P.
The City Administrator and Director of Finance presented a copy
of a five (5) year Capital Improvements Program consisting of those years 1981
through 1985. The City Administrator explained that the C.I.P. includes all
departments and was written to: (1) Provide a sound public improvements
scheduling on an orderly basis and assure coordination of many diverse projects
encompassing virtually all areas of local government responsibility, and (2)
Satisfy the Metropolitan Land Use Planning Act criteria as established by the
Minnesota State Legislature in 1976. The City Council reviewed capital improve-
ment requests for the Planning, Government Buildings, Fire, Protective
Inspections, Clerk & Elections, Police, Financial Administration, Civil Defense,
Public Works and Parks and Recreation. It was noted that the projected total
for all capital improvements for a five year period extending from 1981 to 1985
is $24,891,390. This compares with previous capital improvement expenditures

totaling $14,500,000 for 1975 through 1979. The Capital Improvements Program
was reviewed in detail by the City Council with a number of programs reshifted
from 1981-82 to 1984-85. The City Administrator was directed to make revisions
to the C.I.P. and report back at a later date for further consideration. The
City Administrator stated that for purposes of satisfying the Comprehensive
Guide Plan objectives those requests under Public Works and Parks will be sub-
mitted as a part of the Comprehensive Guide Plan.

There being no further business, the meeting was adjourned at 10:00
p.m.
