MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
AUGUST 20, 1980
A special meeting of the Eagan City Council was held on August 20,
1980, at 7:00 p.m. at the Eagan City Hall. Thoses present were Mayor Blomquist,
City Councilmembers Egan, Smith and Parranto. City Councilmember Wachter was
absent. Also present were City Administrator Hedges and Director of Finance
VanOverbeke.
UNIVAC EXPANSION PLANS
Mr. Russ Headly and Ed Michaud, representing Univac, and Mr. Robert
Brown, an architect with the Ellerbe Associates firm, appeared to discuss plans
for a new-semi conductor and laboratory headquarters to be located north and
west of the existing Univac facility. Mr. Headly provided background for the
City Council on the technology required for manufacturing semi conductors in
addition to explaining the development and use of semi conductors. He further
stated that the semi conductor and laboratory headquarters will be constructed
in three phases with each facility consisting of approximately 200,000 square
feet. Mr. Headly discussed the level of sophistication required to construct
each facility and also the concerns of Univac regarding potential underground
vibration that may affect operations in the future due to construction of I
35E and/or various commercial and housing projects. He further indicated that
excavation for Phase I is scheduled for late October, a building permit will
be applied for in December, vibration work to be performed in January, with
concrete work in February and general construction beginning in April, 1981.
The anticipated completion of Phase I is mid-1982. The City Administrator stated
that he would research with the City Planner regarding the necessity for an
environmental impact statement for this expansion project. There was a brief
discussion regarding the plan for utility servicing the semi conductor and
laboratory headquarters. There was no action taken on the matter.
1981 BUDGET
The City Administrator presented a draft copy of the 1981 General
Fund Budget. The budget as proposed by the Department Heads for 1981 totalled
$3,241,192. This represents an increase of $919,219 over the 1980 Budget.
The City Administrator stated that he had met with all Department Heads to review
their respective departmental budgets. He further stated that, after making
a review of the expenditures, a number of budgetary cuts and transfers are sug-
gested which reduces the 1981 proposed budget to $2,758,726 which represents
an increas, of $436,753. The City Administrator reviewed the budget format,
stating that several changes are proposed that basically separate budgetary
functions into different departments for accounting purposes. The change would
split Financial Administration into Administration, Finance, Legal and City
Clerk. A second change in the format would centralize all personnel expenditures

for Public Utilities and Public Streets into Public Works Engineering. This
would require some transfer from the Utility Fund. The City Administrator also
presented a mill levy based on this budget proposal. Each department was then
reviewed by the City Council; however, there was no specific action taken to
make any adjustments to the 1981 Budget. The City Administrator was directed
to prepare a summary sheet that presents the Departmental Budget, City
Administrator Budget and the various expenditures that were cut in the City
Administrator's proposal. The next budget meeting was set for August 26, 1980.
