MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
AUGUST 26, 1980
A special meeting of the Eagan City Council was held on August 26,
1980, at 7:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist,
Councilmembers Smith, Wachter and Parranto. Absent was City Councilmember Egan.
Also present were City Administrator Hedges, Director of Finance VanOverbeke
and Chief of Police DesLauriers.
JAIL FACILITY FOR WESTERN DAKOTA COUNTY
Karen Ferguson, the City of Eagan's representative on a special
committee appointed by the Dakota County Board of Commissioners to investigate
the feasibility of building a new County Jail facility in western Dakota County
appeared to discuss the progress of the study committee. She stated that a
new facility would handle: (1) All juvenile detentions, at least until court
hearings; (2) All Huber Law inmates; and (3) All persons jailed awaiting first
appearance in court. Mrs. Ferguson then stated that a task force is performing
a feasibility study and a needs analysis and is expected to make a decision
on the viability of a new jail facility in February 1981. Chief of Police Des-
Lauriers stated that a jail facility in northwestern Dakota County would
facilitate their law enforcement needs in a more efficient manner than the
existing jail facility in Hastings. He stated that he would like to work with
Mrs. Ferguson in an effort to provide data input as to the need for a jail
facility in Northern Dakota County as the task force proceeds with their study.
There was no action taken on the matter. Karen Ferguson was given appreciation
by the Mayor and City Councilmembers for her work and effort on the committee.
1981 PROPOSED BUDGET
The City Administrator reviewed the departmental breakdown as re-
quested at the August 20, 1980 special budget meeting. A spread prepared by
the Director of Finance and City Administrator was reviewed. After discussion
on the proposed 1981 Budget, the City Administrator was directed to prepare
a 1981 Budget based upon a 10% increase of personnel only with additions mandated
by the City Council as one alternative, and as a second alternative, a 10% in-
crease of all 1980 line items in addition to those items mandated for 1981.
City Councilmember Smith asked that one additional spread sheet be prepared
that addresses the impact of the mill rate on the respective requests based
on these two alternatives. There was no further discussion on the proposed
1981 Budget.
ADJOURNMENT
Upon motion duly made and seconded, the meeting was adjourned at
approximately 9:30 p.m.
