MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
OCTOBER 6, 1980
A special meeting of the Eagan City Council was held on October
6, 1980 at 4:00 p.m. in the office of the City Administrator. Those members
present were Mayor Blomquist, Councilmembers Egan, Smith, Wachter and Parranto.
Also present were Director of Public Works Colbert and City Administrator Hedges.
ASSESSMENTS FOR PROJECT #241
Mayor Blomquist stated that she had received a number of telephone
calls during the past several days as a result of the special informational
meeting that was held on October 1, 1980 to review the proposed assessments
for public improvements benefiting Lakeside Estates, Saddlehorn, Dodd Road,
Wilderness Run Road and Overview Estates. The Director of Public Works and
City Administrator presented a fact sheet they had worked on that summarized
all the project costs for each of the three (3) projects including Saddlehorn,
Lakeside Estates and Dodd Road public improvements. Members of the City Council
discussed the recommendation of the Special Assessment Committee regarding the
assessments as they were originally proposed by the City staff. After reviewing
all the amounts as proposed for assessments, several changes were made that
would essentially lower the total assessments on a per lot basis for public
improvements. It was the recommendation of the City Council that the $1,230
be deducted from the final assessment proposed for Saddlehorn Addition which
consists of a deletion for excavation, top soil, additional one inch bituminous
and one-half the storm sewer. It was the recommendation of the City Council
a deduct totalling $1,670 be proposed for Lakeside Estates assessments which
included water main looping, excavation, top soil and an additional one inch
bituminous. The deduct considered for Dodd Road assessments consisted of $5.16
per front foot for phase two of the residential equivalent for future street
construction of Dodd Road. After further review of the proposed adjustment
to the assessments, it was the recommendation of Mayor Blomquist that a fact
sheet be prepared for distribution to all persons attending the assessment
hearing on October 7, 1980.

Upon motion duly made and seconded, the meeting was adjourned at
6:15 p.m.
