MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
OCTOBER 28, 1980
A special meeting of the Eagan City Council was held on October
28, 1980, at 6:30 p.m. at Easter Lutheran Church. Those present were Mayor
Blomquist, Councilmembers Egan, Smith, Wachter and Parranto. Also present
were City Administrator Hedges, Director of Public Works Colbert and Consulting
Engineer Rosene.
IMP. 80-24 - BID AWARDS
Director of Public Works Colbert stated that the bids for untility
construction in the Ridegecliffe Additions have been reviewed and have been
found to be in order for consideration. The low bid was submitted by Tom
Montgomery Construction Company in the amount of $477,216 and is below the
Engineer's preliminary report estimate as well as the Engineer's estimate
per plans and specifications. City Councilmember Smith indicated that questions
had been raised by the City Council pertaining to the design of the private
streets for the Ridgecliffe Fourth and Fifth Additions. It was recommended
by the City Council that any construction relating to the Fourth and Fifth
Additions be delayed until action is taken on the final plat for those two
subdivisions which is scheduled for the November 5, 1980 City Council meeting.
In a motion by Wachter, seconded by Egan, with all members voting in favor,
the low bid submitted by Tom Montgomery Construction Company in the amount
of $477,216 was approved with the understanding that the utility construction
for Ridgecliffe Fourth and Fifth Additions would not commence until the final
plats are approved.
IMP. 80-7 - BID AWARDS
Director of Public Works Colbert recommended that this bid award
be continued until the November 5, 1980 City Council meeting due to the fact
that the final plat for Windcrest Addition has not been finalized. Mr. Colbert
indicated that efforts will be made to meet with the developer prior to the
next regular City Council meeting so that the bids can be considered at that
time. In a motion by Parranto, seconded by Wachter, with all members voting
in favor, the bid award for Imp. 80-7 was continued until the November 5,
1980 City Council meeting to allow the Director of Public Works to meet with
the developer to determine the status of the final platting for the Windcrest
Addition.
IMP. 80-29
City Administrator Hedges presented the final contract agreement
for Imp. 80-29 (Deep Well No. 6 Pump) and recommended its execution by the
Mayor and City Clerk. In a motion by Egan, seconded by Parranto, with all
members voting in favor, the Mayor and City Clerk were authorized to execute
the contract for Imp. 80-29 with Bergerson-Caswell.

COMPREHENSIVE GUIDE PLAN AMENDMENT PROCESS
Mayor Blomquist convened a discussion with Mayors, City Council
Members and members of city staffs from neighboring communities regarding
the status of the amendment process proposed by the Metropolitan Council staff
as it relates to the future review of Comprehensive Guide Plans submitted
by municipalities throughout the metropolitan area. Mayors, Council Members
and city staffs represented at the meeting provided considerable input regarding
their perception of the amendment process and how it affects their Comprehensive
Guide Plans. It was the general agreement by all cities in attendance, with
the exception of a representative from the City of Bloomington, that Alternative
#3 which has the least impact on municipalities be recommended to the Metro-
politan Council as the alternative to be chosen by the Metropolitan Council
as the amendment procedure for reviewing Comprehensive Guide Plans. Mayor
Blomquist indicated that, as a member of the Board of Directors of the Asso-
ciation of Metropolitan Municipalities, she would present the group consensus
that Alternative #3 be recommended as the amendment process for reviewing
the Comprehensive Guide Plan by the Metropolitan Council to the full membership
of the AMM at their annual meeting on October 29, 1980.

Upon motion duly made and seconded, the meeting adjourned at 8:30
p.m.
