10/30/1980 - City Council Special 0 62 e0 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA OCTOBER 30, 1980 A special meeting of the Eagan City Council was held on September 30, 1980, at 6:00 p.m. at the Eagan City Hall. Those present were Mayor Blom- quist, Councilmembers Egan, Smith, Parranto and Wachter. Also present were City Administrator Hedges, Chief of Police DesLauriers and Assistant Chief of Police Berthe. PURCHASE OF POLICE PATROL CARS FOR 1981 Chief of Police DesLauriers stated that he is requesting the purchase of four (4) police vehicles to take advantage of existing bids received by the Hennipin County purchasing program. He reported that the mid size police package vehicle was awarded to Chrysler for the Le Baron and the full size police package was awarded to Ford for the LTD-S. Chief of Police DesLauriers recommended that the City purchase four (4) full size police package vehicles through the Hennipin County purchasing program. He stated that the Ford LTD-S would cost $7,738.23 each. Assistant Chief Berthe reviewed a study that he performed on all police vehicles regarding mileage, fuel costs and maintenance expenses. He stated that squads #6 and #9 are both diesel fueled Cutlass Oldsmobiles and are provi- ding a good per mile cost, both on maintenance and fuel consumption. He further indicated that the X bodied vehicles have had high maintenance expenses and would like more experience before the City considers purchasing any additional X bodied vehicles. Wachter proposed that the City proceed with the purchase of the four (4) full size police package vehicles through the Hennipin County purchasing program. There was discussion regarding those police cars that will be considered for trade-in for early 1981. Smith indicated that it was the intention of the City Council that the full sized Oldsmobile diesel be driven approximately 130,000 miles to evaluate performance and trade-in value. Wach- ter indicated that police officers and the Chief of Police are recommending the LTD-S police package vehicle because of its stability, overall size and personal safety; therefore, Wachter motioned, seconded by Blomquist, that the Chief of Police be directed to purchase four (4) police package vehicles through the Hennipin County purchasing department. Egan and Smith stated that the report indicates that the diesel Cutlass Oldsmobiles have performed to the expectation of the City Council and, therefore, suggested that two of the police cars pur- chased be diesels and the other two purchased would be the full size police package as offered through the Hennipin County police program. Wachter amended his original motion to allow for the purchase of three (3) police package vehi- cles through the Hennipin County purchasing program and the purchase of one (1) diesel powered vehicle for police use. Mayor Blomquist accepted the amend- ment. Those members voting in favor of the motion were Wachter and Blomquist; those voting no were Parranto, Smith and Egan. Parranto then suggested that the City purchase two (2) police package vehicles through the Hennipin County purchasing program and direct the Chief of Police to bid on two (2) diesel vehicles. Smith indicated that the bids should be designed to allow for either a full sized or a mid-sized diesel vehicle. It was also suggested by the City OC 271 City Council Minutes October 30, 1980 Page Two Council that Police Vehicle #5, a full sized Oldsmobile, be evaluated from October 1, 1980 for 120 days to determine whether that vehicle should be traded or if the vehicle should be kept until it has 130,000. In a motion by Parranto, seconded by Smith, with Parranto, Smith, Egan and Blomquist voting aye and Wach- ter voting no, the Chief of Police was directed to purchase two (2) police package vehicles through the Hennipin County purchasing program and two diesel powered vehicles with a 350 cubic inch engine and heavy suspension with bidding consideration being given to both mid-sized and full sized vehicles. Wachter indicated that he voted no, stating that he preferred the police package vehicle as recommended by the Chief of Police. ADJOURNMENT There being no further business, the meeting was adjourned.
