MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
NOVEMBER 20, 1980
A special meeting of the Eagan City Council was held on November
20, 1980 at 7:00 p.m. at the Eagan City Hall. Those members present were Mayor
Blomquist, Councilmembers Egan, Smith and Parranto. Absent was Councilmember
Wachter. Also present were Director of Finance VanOverbeke and City Administa-
tor Hedges.
1981 PROPOSED UTILITY BUDGET
The City Administrator presented the proposed utility budget for
1981 stating that the expenditures and revenues proposed for the water fund
are $705,000 and the revenues and expenditures for the sewer fund are $738,600.
He also stated that the cost of sanitary sewage treatment is increasing substan-
tially each year; and due to the proposed increase the the Metropolitan Waste
Control Commission, it will be highly likely that a rate increase will be
required for sanitary sewer user charges in 1981. A detailed review of the
proposed expenditures and revenues was given by the City Council. After several
changes were considered, it was agreed that the utility budget as projected
was in order for publication and adoption.
GENERAL FUND BUDGET
The City Administrator presented a final review and update of all
the general fund accounts as they were proposed by department heads and reviewed
by the City Council in several meetings during the month of September. After
reviewing all the adjustments the City Council had requested, it was agreed
that the general fund budget was also ready for publication and adoption. Mayor
Blomquist requested that the 1981 Budget be placed on the agenda for the December
16, 1980 City Council meeting and that its adoption would be considered at that
time.
POLICE NEGOTIATIONS
The City Administrator reported on the status of the police negotia-
tions for all sworn police officers. The City Council reviewed in detail the
wage rate schedule proposed by the Police Department and also language that
was under consideration for punitive damage coverage. After further discussion
on the matter, the City Administrator was provided guidelines for further nego-
tiations with the Police Association.

Upon motion duly made and seconded, the meeting was adjourned at
10:15 p.m.
