MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
DECEMBER 3, 1980
A special meeting of the Eagan City Council was held on December
3, 1980 at 7:00 p.m. in the office of the City Administrator. Those present
were Mayor Blomquist, Councilmembers Egan, Smith, Wachter and Parranto. Also
present were City Administrator Hedges and Director of Public Works Colbert.
PERFORMANCE REVIEW/CONSULTING ENGINEERING FIRM OF BONESTROO, ROSENE & ANDERLIK
& DISCUSSION OF PROJECT #241
A performance evaluation was conducted by the Director of Public
Works and City Administrator with the City Council regarding the consulting
engineering firm of Bonestroo, Rosene, Anderlik & Associates. Director of Public
Works Colbert and- City Administrator Hedges informed the City Council that the
consulting engineering firm of Bonestroo, Rosene & Anderlik has not been able
to properly adapt to the recent surge of growth which has caused many administra-
tive and policy concerns as well as engineering problems for the City. The
Director of Public Works stated that the problem is simply one of the consul-
ting engineering firm being able to presently provide the City with the proper
information and adequate manpower to maintain the required management of public
improvement projects. City Administrator Hedges stated that the City's general
fund cannot afford to sacrifice any interest income and further that property
owners must be assured that cost estimates for public improvements have been
thoroughly thought out by the consulting engineering firm before construction
occurs and final assessments are considered. The Director of Public Works
reviewed a lengthy report he prepared for the City Administrator which reviews
the consulting engineering services in five (5) general areas including (1)
Reports/Studies, (2) Design, (3) Construction, (4) Assessments, and (5) Admini-
strative. Colbert recommended consideration to hire additional consulting
engineering firms for certain public improvements as they occur in the City
of Eagan if necessary and also to strengthen the engineering division by adding
one additional engineer to be fully financed by the percentage assessed to public
improvements to assure proper accountability for public improvement projects.
City Administrator Hedges reviewed a ten (10) page report regarding
his analysis of Project #241 which includes utility and street improvements
for the Saddlehorn, Lakeside Estates and Overview Additions. The City Admini-
strator summarized his findings by stating that there was a clear lack of co-
ordination by the consulting engineering firm of Bonestroo, Rosene & Anderlik
in the method in which they provided construction management for Public Improve-
ment Project #241. He reviewed all the cost overruns, change orders and problems
relating to the assessment information for each of the three projects. Members
of the City Council reviewed the memorandums as prepared by the Director of
Public Works and City Administrator and expressed their concern for assuring
efficiency for construction management of public improvement projects in the
future. Members of the City Council expressed their appreciation for the reports
and stated that changes must be made to assure proper accountability for all
public improvement projects. It was suggested by Mayor Blomquist, concurred
with by members of the City Council that a meeting be held in the next several

weeks with Mr. Otto Bonestroo and Mr. Robert Rosene of the firm Bonestroo, Rosene,
Anderlik & Associates to discuss the various problems experienced with their
consulting engineering firm during 1980 and further consider alternatives for
handling engineering of public improvements in future years to assure the
required efficiency.

Upon motion duly made and seconded, the meeting was adjourned at
10:00 P.M.
