MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
FEBRUARY 4, 1981
A special meeting of the Eagan City Council was held on February
4, 1981 at 11:30 a.m. in the office of the City Administrator. Those present
were Mayor Blomquist, Councilmembers Egan, Smith, Wachter and Parranto. Also
present were City Administrator Hedges and Director of Public Works Colbert.
Mr. Otto Bonestroo and Mr. Robert Rosene of the consulting engineering firm
of Bonestroo, Rosene, Anderlik and Associates were also present.
PERFORMANCE REVIEW/CONSULTING ENGINEERING FIRM OF BONESTROO, ROSENE & ANDERLIK
A performance evaluation was conducted by the City Council for the
firm of Bonestroo, Rosene, Anderlik & Associates, consulting engineers for the
City of Eagan. Members of the City Council expressed concerns regarding problems
that were experienced in 1980 in the area of construction management of public
improvements. More specifically, it was stated that at times there was a lack
of proper inspection, feasibility reports were incomplete and at times inaccurate
regarding cost estimates and completion schedules. It was also explained by
the Director of Public Works and City Administrator that, because the original
design of certain public improvement projects was done improperly, redesign
work was required in the field, oftentimes requiring change orders. The City
staff also expressed concern over the amount of inadequate information that
was provided to the City for the preparation of assessment rolls.
After a lengthy discussion, the City Council summarized their con-
cerns about the performance of the consulting engineering duties offered by
the firm of Bonestroo, Rosene, Anderlik & Associates as related to the lack
of allocating proper staffing to the City of Eagan to handle peak work loads
as the growth is increasing in the community. A recommendation made by the
Director of Public Works and City Administrator was accepted by the City Council
that the City may utilize services of one or two additional engineering firms
for certain projects or studies in the future as the need occurs. Mr. Rosene
assured the City Council and staff that many of the problems that were
experienced in 1980 have been worked out with his consulting firm and that all
efforts would be made to provide a high quality of engineering services in 1981.
