05/12/1981 - City Council Special oc:105 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA MAY 12, 1981 A special meeting of the Eagan City Council was held on May 12, 1981 at 6:30 p.m. at the Eagan City Hall. Those members present were Mayor Blomquist, Councilmembers Egan, Parranto, Smith and Wachter. Also present was City Administrator Hedges. TERMINATION PAY ALYCE BOLKE City Administrator Hedges stated that an offer for termination pay to Alyce Bolke, former City Clerk-Treasurer, was presented on February 12, 1981 in the amount of $12,954.42. He further stated that the termination pay included an amount for vacation and sick leave at the rate of pay upon her retirement for the years she was appointed and for vacation and sick leave at a rate of pay in effect her last year while she was elected for unused vacation and sick leave time accrued and recorded on her personnel records. Mrs. Bolke appeared and stated that she felt compensation should be made at her rate of pay in effect at the time she retired and further that this was the understanding of Town Board Members who were serving the township in April 1965 when she was hired as full time for the then Township of Eagan. She also stated that there was never time to use the compensatory time which amounts to approximately 750 hours, not included in the offer for termination pay. The City Council stated that there has been no practice and there has been no expectation that there will be a practice in the future to make payment for compensatory time. After further discussion on the matter, in a motion by City Councilmember Smith, seconded by Councilmember Parranto, with Mayor Blomquist, Councilmembers Egan, Smith and Parranto voting aye, and Wachter voting no, termination pay in the amount of $15,000 with up to 75% payment on May 13, 1981 and the remaining 25% paid within one (1) year upon formal request of Alyce Bolke was approved. SITE PLAN FOR MIKE GRESSER The City Administrator discussed a site plan for a building program proposed by Mike Gresser at the intersection of Yankee Doodle Road and Terminal Road. He stated that a public hearing is scheduled for the May 19, 1981 City Council meeting to consider industrial revenue financing; and since there has been a practice that industrial revenue financing is not considered if platting or zoning must go before the Advisory Planning Commission, even though this proposal is a waiver of plat, it was determined that no action would be taken however a brief review made to determine whether the industrial revenue financing can be discussed at the May 19, 1981 meeting. A brief review was conducted by the City Council and it appeared that the reason for the waiver of plat was a lot split. The zoning and preliminary plat are in order; and, there- fore, due to the fact that the waiver of plat is required only as a technicality of the ordinance, it was found that the industrial revenue financing application requested by Michael Gresser for the property could be heard at the May 19, 1981 meeting.
