MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
MAY 27, 1981
A special meeting of the Eagan City Council was held on May 27,
1981 at 6:50 p.m. at the Eagan City Hall. Those members present were Mayor
Blomquist and Councilmembers Egan, Smith, Parranto and Wachter. Also present
was City Administrator Hedges.
HEALTH, LIFE AND DISABILITY INCOME INSURANCE BIDS
City Administrator Hedges reported that only Blue Cross/Blue Shield
of Minnesota submitted a bid for health, life and income disability insurance
in addition .to the renewal bid received from the existing insurance carrier
which is Mutual Service Life Insurance Company. City Councilmember Smith stated
he had an opportunity to review the bid submitted by Blue Cross/Blue Shield
of Minnesota; and in comparing it with the existing plan offered by Mutual Ser-
vice Life Insurance Company, it appears that Blue Cross/Blue Shield of Minnesota
cannot offer the $300 supplement accident, the $100 diagnostic lab work, two
deductibles a year and guarantee of payment in full of the first $1,000 of hos-
pital care. He stated that Blue Cross/Blue Shield of Minnesota does not offer
any supplement accident, diagnostic lab work, requires three deductibles and
has basic hospitalization which is 80-20 for the first $2,500. The City
Administrator also noted that Blue Cross/Blue Shield did not submit a bid for
disability income protection. The City Administrator explained that Blue Cross/
Blue Shield of Minnesota was technically the low bidder, submitting a hos-
pitalization, medical and major medical bid of $81.56 for family protection
as opposed to a bid of $82.27 provided by Mutual Service Life Insurance Company.
He also explained that the life insurance and accidental death and dismemberment
bid offered by Blue Cross/Blue Shield was $2.30 per month than the bid provided
by Mutual Service Life Insurance Company. After a brief discussion on the
matter, it was determined that because Blue Cross/Blue Shield of Minnesota does
not meet the entire specifications and that all employee groups were assured
that there would be no change in benefits as a result of the renewal bids and
further than the bid provided by Blue Cross/Blue Shield of Minnesota does not
conform to the specifications as stated, a motion was made by Wachter, seconded
by Egan, with all members voting in favor that the renewal bid at the rate of
$28.22 for employee and $82.27 for employee and family for hospitalization,
medical and major medical and the rates of $4.50 for $10,000 life insurance,
$2.25 for $5,000 life insurance, $.60 for $10,000 of A.D. & D. and $.30 for
$5,000 of A.D.& D. be approved.
RIDGECLIFFE PARK
Park & Recreation Director Vraa presented various overlays showing
how uses is planned for the Ridgecliffe Neighborhood Park could be developed
as a deviation from the concept three plan that was recommended by the Advisory
Park & Recreation Committee. After a review and suggestions by the City Council,
the Director of Parks & Recreation was asked to present a slightly modified
concept of concept three for further consideration at the Board of Equalization
meeting scheduled for June 4, 1981.

ADJOURNMENT
There being no further business, the meeting was adjourned at
approximately 7:30 p.m. City Councilmembers Egan and Smith participated in
a Sign Committee meeting which included various members of the business community
and representatives of two sign companies following the special meeting of the
Eagan City Council in the City Council Chambers.
