06/04/1981 - City Council Special on 1' 31 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA JUNE 4, 1981 A special meeting of the Eagan City Council was held on June 4, 1981 at 7:00 p.m. at the Eagan City Hall. Those members present were Mayor Blomquist, Councilmembers Egan, Parranto, Smith and Wachter. Also present was City Adminis- trator Hedges. BOARD OF EQUALIZATION Mr. Jake O'Toole, representing the Dakota County Assessor's Office, appeared with several other employees from the Assessor's Office to review the increase in assessed valuations for property located in the City of Eagan. Mr. O'Toole answered several general questions regarding what assessed valuation and market values mean in relation to taxation and how the assessed and market values are calculated. After further discussion on the matter, employees of the Assessor's Office met with property owners, who were present, in small groups to discuss in further detail questions relating to their respective properties. RIDGECLIFFE NEIGHBORHOOD PARK MASTER PLAN Mr. Fred Hosington appeared and discussed the proposed drawing for the Ridgecliffe Neighborhood Park Master Plan. There were a number of questions expressed by the City Council such as turning the softball field so that home plate is in the northeast corner of the field, moving the shelter building south of the proposed water main and making allowance for adequate parking to serve the neighborhood park. After further discussion, Mr. Hosington, representing Brauer & Associates, was directed to proceed with the concept drawing for Ridge- cliffe Neighborhood park as revised to determine whether the revised concept will be feasible after evaluating topographic considerations. ABATEMENTS Mr. Jake O'Toole, representing the Dakota County Assessor's Office, recommended that the assessed valuation be reduced for three (3) parcels of property. He stated the parcels of property are Hugh Balkwill, Parcel 10-17103- 160-01; Gene C. Nelson, Parcel #10-21900-530-01; and Eagan Wilderness, Inc., Parcel #10-84250-130-03. In a motion by Smith, seconded by Wachter, with all members voting in favor, the three (3) abatements as listed above and recommended for reduction by the Dakota County Assessor's Office were approved. ADVERTISING SIGNS FOR WINDCREST AND WINDTREE ADDITIONS An application for special permits for temporary advertising signs for the Windcrest and Windtree Additions was presented by the City Adminis- trator. He stated that the applicant is asking for an advertising sign for the Windcrest Addition to be located on the west side of Pilot Knob Road, north of City Hall, and for the Windtree Addition on the north side of Yankee Doodle 00134 City Council Minutes June 4, 1981 Page Two Road across from Elrene Road. The City Administrator stated that both signs are in conformance with Ordinance #16. After a brief discussion and in a motion by Parranto, seconded by Councilmember Egan, with all members voting in favor, special permits were approved for advertising signs for the Windcrest and Wind- tree Additions at the locations previously stated subject to the following con- ditions: 1. There should be a setback of twenty (20) feet from the subject property parcel line. 2. A maximum two year limitation with permit renewed after the first year. 3. All other applicable City ordinance requirements will be complied with. All members of the City Council voted aye. EARTHERN MATERIAL REMOVAL/DAKOTA COUNTY LIBRARY SITE City Administrator Hedges stated that the Director of Public Works has learned from Dakota County that approximately 45,000 to 65,000 cubic yards of excess material will be removed for the Dakota County Library site at an estimated cost of some $100,000. He further stated that the City of Eagan could utilize the fill material on property south of the Police Department facility and therefore provide a considerable cost savings to Dakota County if long dis- tance hauling can be eliminated in the final contract, saving approximately $100,000. In a motion by Smith, seconded by Egan, with all members voting in favor, approval was given to allow approximately 45,000 to 65,000 cubic yards of excess material from the Dakota County Library site located east of the Police Department Building to be hauled and stockpiled in an area designated by the Director of Public Works south of the Police Department facility.
