MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JUNE 24, 1981
A special meeting of the Eagan City Council was held on June 24,
1981 at 7:00 p.m. at the Eagan City Hall. Those members present were Mayor
Blomquist, Councilmembers Egan, Parranto, Smith and Wachter. Also present were
Advisory Park and Recreation Committee members Carroll, Pettit, and Fedde.
Also present were City Administrator Hedges and Director of Parks and Recreation
Vraa.
RIDGECLIFFE NEIGHBORHOOD PARK MASTER PLAN
Mr. George Watson, representing Brauer & Associates, was present
to offer for consideration the Ridgecliffe Neighborhood Park Master Plan revised
as a result of the June 4, 1981 special City Council meeting. Mr. Watson stated
that all the revisions that were made by the City Council at that special meeting
were considered and the only exception after reviewing topographic considerations
was to reverse the location of the tennis courts and free skating area so the
free skating area would not be located on a water main which could create future
problems. City Councilmembers expressed an interest in allowing for additional
parking to the north of the proposed parkland development. Mr. Watson stated
that the next step is to proceed with the phasing plan which considers site
development and seeding of the entire site. The Advisory Park & Recreation
Committee members present stated that they were in agreement with the final
revision as performed by Brauer & Associates. In a motion by Egan, seconded
by Smith, with all members voting in favor, the final revision as presented
for Ridgecliffe Neighborhood Park Master Plan was approved with one additional
provision, that the parking lot located on the north side of the proposed park
development be planned for expansion from fifteen to twenty spaces, and further
that the phasing plan and seeding be performed as set forth as a condition of
the Ridgecliffe Park Development Agreement.
PLUMBING INSPECTOR
City Administrator Hedges stated that applications and interviews
were finalized for the position of plumbing inspector. He stated that he is
recommending that the City hire Mr. Bill Adams at a salary of $19,500 with a
$500 increase after six months of employment. After a brief discussion, a motion
was introduced by Smith, seconded by Parranto, with all members voting in favor
that Mr. Bill Adams be hired as a plumbing inspector at a starting salary of
$19,500, with a six month adjustment of $500.
HOCKEY RINK PAINTING
The City Administrator stated that Director of Parks & Recreation
Vraa has an opportunity to hire three to five teenagers through the CETA program
for approximately an eight (8) week period of time. It was suggested by Vraa
that all the hockey rinks be scraped and painted throughout the City which would
cost approximately $700 to $1,000. Hedges stated that this amount which will

used for purchasing paint was not approved in the 1981 Budget; however, with
the savings the City would acquire through using CETA manpower and the fact
that the hockey rinks are in need of painting maintenance, it was his recom-
mendation that the City proceed with this expenditure. After a brief discussion
on the matter, a motion was made by Wachter, seconded by Egan, with all members
voting in favor that an expenditure to exceed the 1981 Budget be approved up
to $1,000 to purchase paint to be used for painting all hockey rinks located
in the City with employees granted to the City through a special CETA program.
