MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
DECEMBER 16, 1981
A special meeting of the Eagan City Council was held on December
16, 1981 at 7:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist,
City Councilmembers Egan, Parranto, Smith and Wachter. Also present were City
Administrator Hedges and Director of Finance VanOverbeke. Also present was
the City's fiscal consultant, Ernie Clark, representing Miller & Schroeder Muni-
cipals, Inc.
$2,875,000 GENERAL OBLIGATION IMPROVEMENT BOND SALE
The results of the December 16, 1981 $2,875,000 General Obligation
Improvement Bond Sale were distribued by Mr. Ernie Clark, the City's fiscal
consultant, representing Miller & Schroeder Municipals, Inc. Mr. Clark reported
the low bidder was: "Bank Northwest, First Bank Minneapolis, Dain Bosworth,
Inc., and the First National Bank of St. Paul". The interest rate was set at
10.6080% with a total net interest of $1,699,937.50. After further discussion
on the matter and in a motion by Smith, seconded by Egan, with all members voting
aye, the low bid for a $2,875,000 general obligation improvement bond sale was
approved to Bank Northwest, First Bank Minneapolis, Dain Bosworth, Inc., and
the First National Bank of St. Paul. SEE BOND FILE
GENERAL OBLIGATION EQUIPMENT CERTIFICATE
Mr. Ernie Clark indicated that a new resolution was required authori-
zing negotiable coupon general obligation equipment certificates of indebtedness
of 1981, Series B. He stated that the City Council has previously authorized
the issuance of a $200,000 general obligation equipment certificate of indebted-
ness of 1981, Series B, in the form of a single registered certificate with
the First National Bank of St. Paul. The Director of Finance has received a
request from the First National Bank of St. Paul that a new resolution be adopted
providing for the issuance of negotiable coupon certificates which would bear
interest at the same rate and mature on the dates that were authorized for in-
stallments of the single certificate. After further discussion on the matter,
and in a motion by Mayor Blomquist, seconded by Smith, with all members voting
in favor, a resolution authorizing negotiable coupons for general obligation
equipment certificates of indebtedness for 1981, Series B, was approved.
1982 NON-UNION PERSONNEL SALARY SCHEDULE
The City Administrator reviewed in detail the non-union salary
schedule for 1982. Several revisions were made by members of the City Council
and it was agreed that the maximum percentage allowed the non-union personnel
would be 9% instead of the 92% as illustrated on the proposed schedule. The
City Administrator stated that he would make all the necessary revisions to
the proposed salary schedule and present the information at the January 5, 1982
City Council meeting.

POLICE DISPATCHER & PUBLIC WORKS MAINTENANCE NEGOTIATIONS
The City Administrator presented further detail and information
regarding the status of negotiations between the police dispatchers unit and
the City of Eagan and also the public works maintenance unit and the City of
Eagan. After considerable discussion, the City Administrator was directed to
present a counter offer to both units for consideration. The City Administrator
stated that if either contract is resolved, ratification would be considered
at the January 5, 1982 City Council meeting.
REPRESENTATIVE CAROLYN RODRIGUEZ
Representative Carolyn Rodriguez appeared and reviewed with the
City Council proposed legislation that would affect homestead tax credit and
intergovernmental aid distribution to municipalities. Members of the City Coun-
cil provided input as to how the reduction of these aids would affect the general
fund operations and also the impact of local property taxes if these cutbacks
are allowed for the remainder of 1981 and in future years. Representative
Rodriguez indicated that there would, more than likely, be some cutback ex-
perienced by the City of Eagan as well as all municipalities during 1982. Repre-
sentative Rodriguez also stated that she would like support information from
the City of Eagan regarding direct and indirect expenses that could be saved
if there were cutbacks to the Metropolitan Council operation. The City Adminis-
trator stated that he could provide that information in the next several weeks
to Representative Rodriguez. Representative Rodriguez also discussed in detail
the amount of tax dollars that are expended by municipalities in northern Dakota
County for the Metropolitan Transit Commission service and stated that the pos-
sibility of saving considerable tax dollars exists if the communities were to
establish their own bus service. She further indicated that legislation would
permit a city to withdraw from the MTC.

There being no further action, the meeting was adjourned at 10:30
p.m.
