MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
FEBRUARY 25, 1982
A special meeting of the Eagan City Council was held on February
25, 1982 at 7 :00 p.m. at the Eagan City Hall. Those present were Acting Mayor
Smith, City Councilmembers Egan, Wachter and Thomas. Also persent was City
Administrator Hedges. Mayor Blomquist was absent due to a death in her family.
1982 BUDGET ADJUSTMENTS
The City Administrator presented proposed budgetary adjustments
to the 1982 budget that were required due to a $52,130 cut in Minnesota State
Aid and homestead tax credit relief revenues cut by the Minnesota legislature
early in 1982. He stated that cuts proposed by the departments were based on
a 1.6 -2.0 percent reduction of proposed budgetary expenditures as outlined in
the General Fund. There were a number of questions raised and issues addressed
by members of the City Council concerning the proposed budgetary adjustments
upon review of each departmental reduction. The City Administrator was speci-
fically directed to reivew the proposed planting materials, as budgeted in the
shade tree account, and request a study analyzing the use of nursery stock to
be acquired through the Dakota County Conservation Office or the City's tree
farm instead of private nursery stock. After further review of the budgetary
adjustments, a motion was made by City Councilmember Wachter, seconded by City
Councilmember Egan, with all members voting in favor to approve the reductions
as proposed by the City Administrator and department heads to the 1982 budget
in the amount of $52,300 caused by reduction in the 1982 state aid and homestead
tax credit allotments for 1982.
COMPENSATORY TIME RELATING TO SUPERVISORY EMPLOYEES
City Administrator Hedges reported that a recent research of recorded
work hours for supervisory employees indicated a considerable amount of compen-
satory time listed on the payroll records. The City Administrator further stated
that he was concerned about the potential cost liability to the City if those
hours were to remain as compensatory time in the payroll records and therefore
presented the issue to the Personnel Committee for their consideration. The
Personnel Committee, City Councilmembers Tom Egan and Ted Wachter met on 2 -11-
82 in the office of the City Administrator and it was stated by its chairman,
City Councilmember Egan, that compensatory time should be eliminated for all
supervisory employees, and due to the accumulation of record, it was also recom-
mended that each supervisory employee be granted up to 100 additional vacation
hours in exchange for compensatory time recorded for all supervisory employees.
After further discussion of compensatory time recorded for supervisory employees,
it was the consensus of the City Council that job descriptions and salary
schedules are designed to compensate these employees and that compensatory time
should not be recorded for meetings or work schedules exceeding the normal eight
hour day. In a motion by Acting Mayor Smith, seconded by City Councilmember
Egan, with all members voting in favor, accumulation of compensatory time was
eliminated and all compensatory time reduced to a total of 25 percent of the
hours recorded with a maximum of 100 hours recorded for any supervisor and
further that these hours must be used before March 1, 1984.

SCHOOL FACILITIES DISCUSSION
A brief discussion was held concerning recent action taken by
Independent School District 191 to close Cedar Elementary School. Kathy Gilbert—
son, an Eagan resident, appeared and expressed her concern that Eagan is re—
ceiving unfair treatment regarding public education due to the lack of school
board representation, especially in Independent School District 191. After
a brief discussion regarding neighborhood effects of the Cedar Elementary School
closing and other public education concerns, the school facilities discussion
was continued until a future meeting.
PARA TRANSIT PRESENTATION
Metropolitan Council Representative Kathy Ridder, members of the
Metropolitan Council staff, and Betty Schaumberg and Ed Brunkhorst, City of
Eagan representatives on the Para Transit Study Commission, were present and
presented an interim report on a para transit study that examines the feasibility
of a separate bus service for the Cities of Apple Valley, Burnsville, Eagan,
Lakeville, and Savage that supplements rider service provided by the M.T.C.
City Councilmembers expressed concern that due to economic constraints it is
Likely funding will not be available to subsidize a northern Dakota County para
transit service. Since the presentation was not a final analysis of the para
transit study, there was no action taken regarding the interim proposal.
CITY HALL EXPANSION
The City Administrator reported that the first step in pursuing
the city hall expansion plans is to develop a "Request for Proposal" to select
an architectural firm. A brief discussion followed regarding the proposed city
hall expansion by the City Council and upon further review and in a motion by
City Councilmember Wachter, seconded by City Councilmember Egan, with all members
voting in favor, the City Administrator was directed to develop and proceed
with an R.F.P. to select an architectural firm to consider a city hall and
possible fire station expansion of the existing police department facility.
