MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
APRIL 15, 1982
A special meeting of the Eagan City Council was held on April 15,
1982 at 6:45 p.m. at the Eagan City Hall. The meeting was then moved to the
Apple Valley City Hall at 7:45 p.m. to participate in a joint meeting of the
Apple Valley, Burnsville and Eagan City Councils to consider a presentation
by the Dakota County HRA. Those present were Mayor Blomquist, City Council -
members Egan, Smith, Thomas and Wachter. Also present was City Administrator
Hedges.
DISCUSSION OF ARCHITECT PROPOSALS
The City Administrator presented a bid tabulation and analysis of
the nine (9) architect firms which presented cost proposals for a proposed City
Hall expansion program. Procedure regarding the screening and hiring of an
architect firm was then discussed and it was the general consensus of the City
Council that the City Administrator screen the firms submitting a proposal and
present three or four of the final candidates for an interview by the City Coun-
cil. The City Administrator stated that the screening will take place in the
following week, and it is anticipated that within two to three weeks formal
interviews could be scheduled by the City Council for a final selection.
HRA PROPOSAL
The Dakota County HRA presented, with the assistance of several
consultants, a proposed "Loan to Lender" program that is intended to provide
additional rental housing in the Cities of Apple Valley, Burnsville and Eagan.
After a long presentation by representatives of the HRA and their consultants,
a number of questions were asked by mayors and city councilmembers representing
all three communities. There was no action taken. However, the HRA indicated
that they would provide a summary of the questions and answers provided at the
hearing and work with the city staffs to provide a resolution and additional
support information which would be considered by each of the three communities
if a decision is to be reached regarding the "Loan to Lender" program in the
near. future.
ADJOURNMENT
There being no further business, -the meeting was adjourned at
approximately 10:00 p.m.
