MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
APRIL 28 1982
A special meeting of the Eagan City Council was held on Wednesday, April
28, 1982 at 6:30 p.m. at the Eagan City Hall. All Councilmembers were
present. Also present were City Administrator Hedges, City Planner Runkle,
Elizabeth Witt and City Attorney Hauge.
COMPREHENSIVE PLAN DENSITY CALCULATIONS
The Council first discussed with the staff members present, a policy
regarding density calculation primarily in residential districts. It was
noted that there are four basic residential classifications from R -1 (Single
Family) through R - (Multiple Family), with each allowing for a number of
units per acre of residential development. In addition, controls on the
density include the Comprehensive Plan which is a guide and the specific
zoning. There was discussion concerning the need for potential ordinance
revisions or policy provisions.
Dale Runkle used a graphic presentation indicating that the Comprehensive
Guide, when prepared in 1979 -80, showed saturation based upon a mean popula-
tion. There were concerns from Councilmembers that developers may be
requesting maximum density, whether under planned development or specific
zoning. Mr. Runkle gave several examples of how density is calculated and the
general feeling was that the density should be computed where specific zoning
is requested or specific uses under zoning districts are requested or pro-
vided. Councilman Smith suggested that there be some allowance for variation
in density with some discretion to be within the Council.
There was considerable discussion as to whether private streets should be
eliminated for purposes of computing density on that basis and the staff was
requested to prepare some guidelines that the council could review and act
upon for determining policy regarding density, including right of way widths,
setbacks, ponding easements, etc.
PROPOSED CITY HALL EXPANSION PROGRAM - SELECTION OF ARCHITECTURAL FIRM
City Administrator Hedges presented four .(4) architectural firms to
be interviewed by the City Council for the purpose of considering one (1)
firm to be hired to prepare and design for a new city hall /fire station
to be constructed as an addition to the Police Department Building. The
four firms interviewed were as follows: BWBR, Kilstofte & Poisson, Archi-
tectural Alliance and Boarman Architects, Inc. Each architectural firm
was given approximately one hour for any interview. Upon completing all
four presentations and interviews, the City Council reviewed the interviews
that were conducted and discussed each of the firms. Mayor Blomquist stated
that a decision is scheduled for the next regular City Council meeting
on May 4, 1982, at which time to consider the hiring of an architectural
firm will be further considered.
