MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JUNE 21, 1982
A special meeting of the Eagan City Council was held on June 21,
1982 at 6:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist,
City Councilmembers Egan, Smith, Thomas and Wachter. Also present was City
Administrator Hedges.
FIREMEN'S RELIEF PENSION PLAN
City Administrator Hedges reported that the City Council considered
a report by the Finance Committee at a special City Council meeting on June
8, 1982 where several proposals were considered for the purpose of financing
a relief pension plan for the Volunteer Fire Department. He reported that the
City Council is considering a proposal to change the existing defined benefit
program to an IRA plan. There was considerable discussion by representatives
of the Fire Department Relief Association Pension Committee about the proposed
conversion to an IRA plan. Representatives questioned:
1. Can a firefighter participate in another IRA through a fireman's plan?
2. Will legislation be required if any plan is to be considered in addition
to the defined benefit plan?
Firefighter and spokesman for the Relief Association Pension Committee Ken
Southern stated that many volunteer firefighters have IRA plans and therefore
could not receive the tax benefits of an additional IRA plan. He also stated
that each firefighter would be taxed as an ordinary income if the payment was
not used to purchase an IRA account. City Councilmembers explained that the
present plan is not a qualified plan by the Internal Revenue Service, and there-
fore the contribution is subject to taxation and in many respects is regarded
as ordinary income. There was discussion about the feasibility of providing
a combined defined benefit program with an IRA plan. There are several options
that could be considered such as a phase out of the defined benefit plan to
a defined contribution plan or provision that would allow the firefighter to
spread a contribution by the City of Eagan towards a defined benefit plan and
defined contribution plan. After further discussion on the matter, Ken Southern
stated that he would present the recommendation of switching to an IRA plan
at the Fire Department general meeting and report back to the City Administrator
at a later date regarding how the City and Fire Department should proceed with
further discussions regarding the firemen's relief pension plan.
BITUMINOUS OVERLAY /CEDAR GROVE #1 & #2
Director of Public Works Colbert appeared and presented a lengthy
report regarding the proposed street reconstruction for Cedar Grove 1st and
2nd Additions referred to as Project #332. He stated that considerable utility
improvements are required before a bituminous overlay can be applied in the
Cedar Grove #1 and #2 Additions. After considerable discussion about the method
of assessment, consideration of a special report entitled evaluation of the
pavements in Cedar Grove #1 and #2 by Midwest Pavement Management, Inc., and

the proposed specifications for the bituminous overlay, a motion was introduced
by City Councilmember Wachter, seconded by Councilmember Egan, with all members
voting in favor, that the Director of Public Works proceed with the utility
improvements during 1982 consisting of the sanitary sewer and storm sewer con-
struction as required in Cedar Grove #1 and #2 and further that the bituminous
overlay will be constructed during 1983.
SPECIAL ASSESSMENT COMPUTERIZATION
City Administrator Hedges stated that the staff has reviewed a
special assessment service that Consulting Engineers Diversified, Inc., provides
clients that could improve upon the special assessment procedure currently used
by the City. After further explanation about the computer service, a motion
was made by City Councilmember Egan, seconded by City Councilmember Thomas,
with all members voting in favor, that the City Administrator proceed with fur-
ther cost estimates of the assessment service provided by Consulting Engineers
Diversified, Inc., to prepare special assessments and report back with the cost
analysis for further consideration.
WATER TREATMENT PLANT
City Administrator Hedges reported that if a newsletter containing
a survey is to be distributed City wide and properly tabulated, it will not
be feasible to hold the public hearing on the water treatment plant until fall,
1982. Public Works Director Colbert stated that the water treatment plant is
complete and has been distributed for City Council review. After discussion
by the City Council, it was decided that due to the number of complaints received
at the City Hall on a daily basis and the fact that one survey has been conducted
by City wide newsletter, a public hearing was held in January, 1982, and a follow
up informational meetings was held at the regular City Council meeting in March
and further that information including cost of the water treatment plant could
be published in the Eagan Chronicle if a public hearing is to be held in the
near future, in a motion by City Councilmember Egan, seconded by City Council-
member Smith, with all members voting in favor, a special City Council meeting
was set for July 13, 1982 to hold the public hearing for consideration of a
water treatment plant and further that the City staff provide ample publication
of the proposed cost to the user and any additional information in the Eagan
Chronicle prior to the public hearing.
POLICE MOPED
City Administrator Hedges stated that Chief of Police DesLauriers
is requesting acquisition of a moped to allow additional police surveillance
on trails including bike paths and pedestrian pathways throughout the community.
He stated that the cost is anticipated to be approximately $300 for the proposed
vehicle. In a motion by Councilmember Smith, seconded by Councilmember Wachter,
with all members voting in favor, Chief of Police DesLauriers was authorized
to purchase a moped for police use.
