07/13/1982 - City Council Special0 0 178 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA JULY 13, 1982 A special meeting of the Eagan City Council was held on July 13, 1982, at 7:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas and Wachter. Also present were City Administrator Hedges and Director of Public Works Colbert. PUBLIC HEARING TO CONSIDER WATER TREATMENT A public hearing was convened by Mayor BLomquist to consider a revised water treatment plant that would provide for the removal of iron and manganese from the water system with no future consideration given to hardness reduction. City Administrator Hedges, Director of Public Works Colbert and Mr. Jim Malend, representing the consulting engineering firm of Bonestr.00, Rosene, Anderlik and Associates, were present and provide background information through the means of discussion, visual aids and handout material explaining the City's proposal to provide treatment of water for the purpose of removing iron and manganese. There were approximately fifty (50) persons in attendance at the public hearing, many of whom raised questions and provided comments about the need to remove the iron and manganese that is periodically in the water supply system. All but one resident present did express support for treating the water and construction of a water treatment plant. Members of the City Council dis- cussed the revised feasibility report prepared by the consulting engineering firm and a recommendation was made to consider the water treatment issue at any upcoming City Council meeting. City Councilmember Wachter stated that it might be advantageous to consider a referendum on the water treatment issue unless it is possible to provide additional studies regarding the proposed costs of a water treatment plant. In a motion by City Councilmember Wachter, seconded by City Councilmember Smith, with all members voting in favor, a decision as to whether the City will provide a method of water treatment is to be discussed and final action taken at the July 20, 1982 City Council meeting. CABLE LEGISLATION City Councilmember Smith stated that the Joint Burnsville /Eagan Cable Communications Commission is formally objecting to proposed Senate legisla- tion 5.2172 that removes much of the regulatory authority at the local level of government for controlling cable television franchising. He further stated that it was recommended by fellow commission members that each of the City Coun- cils for Burnsville and Eagan take action to direct a letter to the Senate Com- mitte on Commerce, Science and Transporation Subcommittee on Communications, taking a similar position of opposition to the proposed legislation as stated by the Burnsville /Eagan Cable Communications Commission. In a motion by City Councilmember Smith, seconded by City Councilmember Thomas, with all members voting in favor, Mayor BLomquist was authorized to send a letter to the Senate Committee on Commerce, Science and Transporation Subcommittee on Communications objecting to the amended version of Senate .2172 that would deregulate local control of the cable television franchising process. 001'79 City Council Minutes July 13, 1982 Page Two CITY HALL EXPANSION Jack Boarman, Boarman Architects, Inc., appeared and reviewed pro- posed schemes for the City Hall addition and also discussed utilization of the existing City Hall building. The City Council had a number of questions and there was a lengthy discussion regarding the proposed expansion project. ADJOURNMENT There being no further business the meeting was adjourned.
