MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
SEPTEMBER 16, 1982
A special meeting of the Eagan City Council was held on September
16, 1982 at 7:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist,
City Councilmembers Egan, Thomas and Wachter. City Councilmember Smith was
absent for the discussion and action regarding the canvass of ballots. Also
present were City Administrator Hedges and Director of Finance /City Clerk Van -
Overbeke.
CANVASS OF BALLOTS
City Clerk VanOverbeke appeared with a canvass of returns for the
September 14, 1982 City special election to be submitted and approved by the
Council within two (2) days after the election. The results of the election
on the question, "Shall the City Council of the City of Eagan be authorized
to issue its general obligation bonds in an amount not to exceed $965,000 for
the purpose of constructing, furnishing, and equipping an addition to the police
department building to be used as a police department addition, city hall and
city council chambers and also the betterment of the present city hall to be
used for fire department administration and training, ambulance storage and
paramedic quarters and community room ?" were as follows:

City Councilmember Wachter moved, City Councilmember Egan seconded the motion
to declare said question answered in the affirmative. The motion was unanimously
approved.
FIREMENS' RELIEF PENSION PLAN
The City Administrator presented a concept as to how to calculate
a lump sum benefit retirement plan for the volunteer fire department as requested
by the City Council. It was suggested by members of the City Council that a
five year program be implemented and, after further review, that the City Clerk/
Director of Finance and the City Administrator prepare a cost analysis and pro-
posal for further consideration considering a lump sum benefit plan only for
the volunteer firefighters' relief association retirement program. A follow -
up meeting was secheduled for September 30, 1982, at which time the City Council
would meet with representatives of the volunteer firefighters' pension committee.

1983 BUDGET
The City Administrator reported on budgetary adjustments that were
made to the proposed 1983 budget as recommended by the City Council. The ad-
ministrative assistant as proposed for the planning and administrative depart-
ments was proposed for implementation in either May or April, 1983. The proposed
custodian was reduced to an hourly person with the understanding that,a semi-
retired or senior citizen would be considered for the position. The time in
which a new police officer budgeted as a part of the 1983 budget was modified
to a later hiring date in 1983. The City Council asked for more information
regarding the Cascade Air Tank System proposed for a capital purchase by the
fire department. The City Administrator stated that more of a cost analysis
will be provided at the time equipment certificates are considered. It was
suggested that the traffic signals be considered as an expenditure from the
street construction fund. In addition, there was some discussion regarding
a funding request by the developmental learning center for $1,060 to be consi-
dered in 1983. This item was delayed until the final draft budget was prepared
for further consideration. There was no action taken on any items relating
to the proposed 1983 budget.
