MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
OCTOBER 12, 1982
A special meeting of the Eagan City Council was held on October
12, 1982 at 7:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist,
City Councilmembers Egan, Smith, Thomas and Wachter. Also present were City
Administrator. Hedges, Director of Public Works Colbert, City Planner Runkle
and Director of Finance VanOverbeke.
WATER TREATMENT PLANT
The Director of Public Works provided a report that had been directed
by the City Council reviewing the advantages and disadvantages for treating
the water system for the purpose of removing iron and manganese by either con-
struction of a treatment plant or utilizing a chemical application such as a
polyphosphate treatment. Many questions were raised by City Councilmembers
about the ongoing expense for chemical treatment and the fact the polyphosphates
merely suspend the iron and manganese and do not remove it from the system.
City Councilmember Wachter stated that he initially felt that polyphosphates
should be used for one or two years as an experiment and then possibly proceeding
with the water treatment plant. Mayor Blomquist indicated that a new public
hearing would be required if the City should consider a form of chemical treat-
ment as opposed to the construction of a water treatment plant for the purpose
of removing iron and manganese. The Public Works Director stated that a plant
will not remove all of the iron and manganese but should remove approximately
85% and during a high peak demand period there could be a problem with a higher
content of iron and manganese in the water system. Many concerns were expressed
by the Director of Public Works and all members of the City Council about the
advantage of a central treatment facility. If any health problems should develop
in further years, it would be possible to treat the water at one centralized
location, providing life safety insurance for the community. After considerable
discussion, it was recommended by the City Administrator that final action re-
garding the approval to construct a water treatment plant as a method of water
treatment be considered at a regular City Council meeting on the October 19,
1982 agenda.
The City Administrator and Director. of Public Works suggested that
the City Council consider a request for proposal (RFP) for providing engineering
services that could amount to approximately $300,000 for the design and con-
struction of a water treatment plant. The Director of Public Works stated that
there are firms which specialize in the construction of water treatment facili-
ties and the City Council might want to consider an additional thirty to forty -
five days before implementing the project to consider proposals from other
engineering firms. City Councilmembers reviewed the advantages and disadvantages
of requesting proposals from consulting engineers for the purpose of designing
a water treatment plant and, after further discussion, felt that with the years
of knowledge and experience in designing the City's water system, development
of previous reports regarding the water treatment plant and the fact that any
additional delays will delay the completion of the water treatment plant, the
firm of Bonestr.00, Rosene and Anderlik could provide a good consulting service
on the proposed water treatment plant project. City Councilmember Smith stated
that he would have no objection to requiring an RFP from that consulting firm

which must be submitted no later than Friday, October 15, 1982, and if the docu-
ment is reviewed by the Director of Public Works and it appears that the staff
assigned by the firm has adequate experience and expertise to construct the
water treatment plant, the firm of Bonestroo, Rosene and Anderlik should be
hired as the City's consultant to design the project. After further discussion
by the City staff and City Council and in a motion by City Councilmember Smith,
seconded by Councilmember Wachter, with all members voting in favor, a request
for proposal to be submitted by the firm of Bonestroo, Rosene and Anderlik will
be awarded if the document is received by Friday, October 15, 1982, and found
to be satisfactory and acceptable to the City staff for the purpose of acting
as the City's engineering consultant for the purpose of designing and providing
construction management for the water treatment plant project.
SUBDIVISION ORDINANCE
The City Administrator, Director of Public Works and City Planner
outlined the newly revised subdivision ordinance. All major changes from the
original subdivision ordinance that are now implemented in a proposed subdivision
ordinance were reviewed in detail by the City Council. Credit was referenced
to the Advisory Planning Commission, City staff and other persons who have spent
many hours analyzing, reviewing and preparing the revised subdivision ordinance.
The City Administrator stated that it is desirable to include the subdivision
ordinance as a chapter of the ordinance codification. After a lengthy review
of the document, it was the recommendation of the City Council that the item
be placed on the October 19, 1982 City Council agenda for further consideration.
CITY HALL UPDATE
The City Administrator provided an update on the new city hall
project, stating that the City Council will have an opportunity to review the
preliminary and final design plans this fall and it is anticipated that a final
approval will be given to the project in December with a bid opening scheduled
for sometime in January 1983. The City Administrator outlined the various
meetings that are being conducted by the City's management team, with the archi-
tect, Jack Boarman and Associates, and also the fact that completion of the
project is expected sometime in late summer 1983.
1983 PROPOSED BUDGET
The City Administrator outlined some final general government budget
adjustments as proposed by various department heads. The changes were minor
and related to a readjustment of expenditures in the Police Department, a re-
duction in capital outlay for a sign maker in Parks & Recreation, and further
consideration of repairing old Fire Department radios to be used by all persons
associated with the emergency preparedness plan. The City Administrator also
discussed a request from the Developmental Learning Center which is requesting
$1,060 and a proposal submitted by Manny Rossler to provide consulting services
to the City as an environmental health consultant. It was the general feeling
of the City Council that the budget did not allow for any contribution to the
Developmental Learning Center and further that this was a Dakota County function
and should be considered as a part of their budget, and further the City would

not consider any retainer for an environmental health consultant but would like
the services of an environmental health consultant if necessary.
