MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
OCTOBER 27, 1982
A special meeting of the Eagan City Council was held on October
27, 1982 at 6:30 p.m. at the Eagan City Hall. Those members present were Mayor
Blomquist, City Councilmembers Egan, Thomas and Wachter. Absent was Councilmem-
ber Smith. Also present were City Administrator Hedges and City Planner Runkle.
HISTORY COMMITTEE
Several members of the History Committee appeared to discuss the
two (2) manuscripts that have been prepared for final consideration by the City
Council. Committee members present were Elizabeth Kennealy, Jim Diffley, Alyce
Bolke, Art Rahn and Arnold Carlson. Mr. Martin DesLauriers was also present.
There was considerable discussion by both the History Committee and City Council
regarding further incorporation of the geneology with the family information
into the middle or the end of the book. The City Council asked if information
was available on the number of documents and publication costs of history books
that were published in other communities. History Committee members expressed
concern that certain information contained in the "red book" was not complete
and should be expanded on before a final manuscript is accepted. City Council -
members agreed that certain information contained in the "blue book" should
be inclueded in the "red book" manuscript before that document is approved.
In a motion by City Councilmember Wachter, seconded by Councilmember Egan, with
all members voting in favor, the "red book" manuscript was adopted as a revised
copy of the history document subject to including any additional information
which is recommended by the History Committee.
AIRCRAFT NOISE /LAND USE COMPATIBILITY
Elected officials from Mendota Heights met with the Eagan City Coun-
cil to discuss the aircraft noise guidelines that are currently proposed by
the Metropolitan Council which are proposed for consideration later this year.
Mr. John Shardlow, planning consultant representing the City of Mendota Heights,
John Voss, representing the City of Eagan, and Dale Runkle, Eagan City Planner,
presented an outline of all guidelines relating to the proposed land use compa-
tibility guidelines for aircraft noise. Concerns that were raised by the elected
officials related mainly to finances for implementation of standards, remodeling
in various zones and general restrictions on development as it occurs in the
various zoning classifications affected by the proposed guidelines. It was
the recommendation of the elected officials present that a resolution be adopted
at the regular city council meetings addressing various concerns over the air-
craft noise guidelines and further that the mayors of each community present
the financial concerns at the December 16, 1982 public hearing before the Metro-
politan Council.
CHECKLIST
Thomas moved, Wachter seconded the motion to approve the checklist
dated October 27, 1982. There being no further business, the meeting was ad-
journed.
