03/29/1983 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA MARCH 29, 1983 A special meeting of the Eagan City Council was held on March 29, 1983 at 7:00 p.m. at the Eagan City Hall. Those members present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas and Wachter. Also present was City Administrator Hedges. JIM HORNE ASSESSMENT APPEAL It was reported by the City Administrator that due to the length of time required for the City Council hearing the assessment appeal filed by Jim Horne for his property included in the improvements of Project 297R, it was recommended that a special City Council meeting be rescheduled until May 10, 1983. In a motion by Thomas, seconded by Wachter, with all members voting in favor, a public hearing to consider the assessment appeal by Mr. Jim Horne for his property assessed under Project 297R was continued until May 10, 1983 at 7:30 p.m. on which date a special City Council meeting is scheduled to hear the assessment appeal. OPEN MEETING LAWSUIT City Administrator Hedges reported that Dakota County Judge Kalina had ruled in favor of City Councilmembers Egan and Smith and former City Council- member Parranto in the case of Paul Taylor vs. these three officials alleging violiations of the open meeting law. He further stated that the judge's decision implied that the method of posting of public notices that has been practiced within the City of Eagan was inadequate. A revision of the notification process was then discussed by all members of the City Council and City Administrator. Providing a reader board, new notification policy and other methods of public meeting awareness were discussed. After review and discussion of changing the present policy for meeting notices, a motion was introduced by Egan, seconded by Smith that a new notification policy be adopted providing a uniform meeting notice procedure addressing each special meeting with information to include topic, contact person, date, and other pertinent information for special City Council workshops and meetings, special City Council committee meetings and all special Advisory Planning Commission and Parks & Recreation Commission meetings no less than 24 hours prior to a meeting. All members voted in favor. In a motion by Smith, seconded by Egan, with all members voting in favor, all information regarding special meetings is to be given to the City's legal newspaper on a regular basis. JOINT ADVISORY PARK & RECREATION COMMISSION MEETING PARK MASTER PLAN A joint City Council/Advisory Park & Recreation Commission meeting was held to further discuss the park master plan proposed for the City of Eagan. Mr. Tim Erkkila appeared representing Erkkila & Associates, and together with the Director of Parks & Recreation, Ken Vraa, presented a number of topics with 00673 City of Eagan Special City Council Meeting Minutes March 29, 1983 Page Two discussion from the City Council and Advisory Parks & Recreation Commission members. Mr. Erkkila provided a brief update of the previous joint City Council and Advisory Park Commission meeting which was followed by an in-depth review of the trails chapter of the Comprehensive Guide Plan. Also reviewed in detail were the consultant suggestions regarding ponds and lakes. This discussion was followed by a presentation of a development program for ten concept planned park sites and the analysis and recommendations for ten selected park sites. There was dicussion regarding special facilities and a review of the upcoming neighborhood workshops concerning specifically the presentation format. The meeting was lengthy. There was excellent discussion by all members present. Parks & Recreation Director Vraa stated that neighborhood meetings are scheduled for later during the month of April.
