08/23/1983 - City Council Special 00243 MINUTES OF A SPECIAL EAGAN CITY COUNCIL MEETING EAGAN, MINNESOTA AUGUST 23, 1983 A special meeting of the Eagan City Council was held on Tuesday, August 23, 1983, at 7:00 p.m. at the Eagan City Hall. Present were Mayor Blomquist and City Councilmembers Smith, Thomas, Egan, and Wachter. Also present were City Administrator Hedges and Director of Finance/City Clerk VanOverbeke. PROPOSED 1984 BUDGET The second workshop session was held for the purpose of reviewing and discussing the proposed 1984 General Fund operating budget. A rather lengthy document was presented by the City Administrator that provides a narrative description of each departmental budget and further a budget work sheet consistent with the LOGIS print out that provides budgetary information regarding the departmental request and City Administrator's recommendation. The City Administrator explained that all department head requests are included in the print out as they were originally presented to his office. He further stated that all proposed expenditures were reviewed in detail and any changes proposed by the City Administrator were reviewed with the respective department heads. The City Administrator reported that the Director of Finance had reviewed all revenue sources and attached, as a part of the information for review, is a list of the detailed revenues and a summary of revenues for City Council consideration. Each department was reviewed in detail by the City Council. The City Administrator was directed to explain the process to increase salaries for Mayor and City Council as proposed by the City Administrator. The City Administrator was also directed to research costs as proposed for a leadership development program offered by Lyle Sumak. A request for justification for the chemical dependency program and a detailed budget for the lobbyist were also requested. Consideration to include word processing in the 1984 operating budget was directed to the City Administrator. A suggestion to change Administrative Assistant to another title for the Planning Department was further discussed. The City Council asked the City Administrator to review in further detail the need for two additional part- time Dispatchers with the Chief of Police. Questions were raised regarding the necessity for expenses to finish Fire Station #2 in light of the expenses to be incurred for the Fire Administration Building in 1984. The City Adminis- trator was directed to review with the Building Inspector the starting of a Construction Analyst in April as opposed to January of 1984. There was a lengthy discussion by the City Council regarding the entire philosophy of the City's in-house Engineering Department. Reasons for discussing the in-house Engineering Department was a direct response to a request to add an additional Engineering Aide to the Engineering Department for thepurpose of reviewing ongoing construction projects and providing some limited design work specifically as it relates to municipal state aid streets. The City Administrator stated that by adding an additional Engineering Aide, revenues could be generated for the City that would more than offset salary expenses 1 00244 Council Minutes August 23, 1983 incurred for that position. City Council members stated if the City allows the Engineering Department to incur a large personal services budget, someday that Department could be overstaffed for the amount of work performed within that Department. There was a desire expressed by City Council to continue with consulting services utilizing a consulting engineering firm for design work and also as an overload when work is peaking within the Engineering Department. After a lengthy discussion, the City Administrator was directed to provide additional information with the assistance of the Director of Public Works regarding justification of the Engineering Aide position.
