MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
SEPTEMBER 13, 1983
A special meeting of the Eagan City Council was held on Tuesday,
September 13, 1983, at 7:00 P.M. at the Eagan City Hall. Present were Mayor
Blomquist and City Councilmembers Smith, Thomas, Egan and Wachter. Also present
were City Administrator Hedges and Director of Finance/City Clerk VanOverbeke.
PROPOSED 1984 BUDGET
The fourth workshop session was held for the purpose of reviewing
and discussing the proposed 1984 general fund operating budget. There were
budgetary reductions recommended for the Fire Department, including a $7,500
reduction in the proposed improvements for Fire Station #2 and also a $4,940
reduction in the proposed capital improvements list. City Councilmembers
stated that with the amount of expenses that are proposed to be incurred with
the new Fire Administration Building in 1984, it would not be possible to
include an allocation for expenditures to further improve station #2. It
was determined by the City Council that conversion of forty, old, fire de-
partment hand-held monitors was continued for further consideration in a future
budgetary year. The City of Administrator was directed to meet with the Civil
Defense Director and look at other alternatives to provide communications
in the time of a City-wide disaster. The City Council discussed the full-
time Engineering Aide position, which is a new position budgeted under Public
Works Engineering. The City Administrator was directed to revise the personnel
services to reflect a March 1 start rather than a January 1 start for that
position. Also, the City Administrator director to consider parttime or semi-
retired staff for a part of the Engineering nucleus in the future similar
to a philosophy that is successfully worked in Protective Inspections. Director
of Finance/City Clerk VanOverbeke reviewed all City revenues in detail stating
that the biggest increase in real dollars is in property taxes as proposed
for 1984. He further reviewed the list of special levies that comprised the
total request for a general property tax levy collectible in 1984. Director
of Finance/City Clerk VanOverbeke reviewed the mill rate stating that the
mill rate is slightly higher than calendar years 1982 and 1983. Mayor Blomquist
stated that the reason for the mill rate increase is due to the necessity
to offset the loss of local government aid in the amount of $143,000 which
is determined by the Minnesota State Legislature and their revision of the
formula and lack of funding LGA for 1984. There is further information regarding
the proposed 1984 budget and therefore the City Administrator was directed
to prepare for a budget hearing to be scheduled at the September 20, 1983,
regular City Council meeting.
FINAL PLAT CORRECTION/OAKWOOD HEIGHTS 2ND ADDITION
City Administrator Hedges stated that the Director of Public Works is requesting
a final plat correction for Oakwood Heights 2nd addition. He stated that
the surveyor made a mistake on the lot lines creating a technical error in
the legal description. The City Administrator stated that there are no revisions
or changes to the plat. Action required by the City Council is to provide
for a correction that was caused by the surveyor, resulting in a technical

error. In a motion by City Councilmember Smith, seconded by Councilmember
Wachter, the final plat correction for Oakwood Heights, 2nd Addition was
approved.
SALARY CUTS AND COMPENSATION REVIEW/DALE RUNKLE
The City Administrator reported thatDale Runkle, the City's Planner,
fulfilled requirements that were set forth for the final phase of his employ-
ment evaluation. The City Administrator stated that presentations at regular
Planning Commission meetings and City Council meetings are meeting the final
expectations as decided by the City Council and therefore is recommending
a salary compensation adjustment as discussed earlier this year. After
a review and discussion by the City Council regarding Mr. Runkle's position
and in a motion by City Councilmember Egan, seconded by Councilmember Smith,
with all members voting in favor, the rate of compensation for the position
of City Planner was increased by 7% recognizing a final compensation and
equity adjustment for that position.
The meeting was adjourned at approximately 11:15 p.m.
