MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JANUARY 10, 1984
A special meeting of the Eagan City Council was held on January 10, 1094, at
7:00 p.m. in the Conference Room of the Eagan Municipal Center Building.
Those present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas
and Wachter. Also present was City Administrator Hedges.
INTERVIEWS FOR ADVISORY PARKS AND RECREATION
COMMISSION AND ADVISORY PLANNING COMMISSION APPLICANTS
The City Administrator introducted Vic Ellison, James Wannigman, and Scott
Merkley, all of whom were applicants for a position on the Advisory Planning
Commission. All three (3) gentlemen were interviewed by the City Council and
told that the incumbents were seeking two of the three seats that were open,
noting that Mr. Dale Turnham has not reapplied for appointment to the Advisory
Planning Commission. The applicants were told that a decision would be
reached as to the appointments at the January 17, 1984, City Council meeting.
Following those interviews, Mr. Tom Ketcham was introduced and interviewed for
a position on the Advisory Parks and Recreation Commission. Following that
interview, Mr. Ketcham was informed that the City Council would be meeting and
deciding on appointments to the Advisory Parks and Recreation Commission at
the January 17 City Council meeting.
1984 NON-UNION COMPENSATION
The City Administrator presented the 1984 Non-Union Compensation Plan using
the 4 - 4 1/2% guideline that was suggested by the City Council at a special
meeting held on December 22, 1983. The City Council discussed whether there
should be any additional contribution made toward health insurance for all
non-union personnel. After further discussion, it was suggested that all non-
union employees receive a 4 1/2% salary adjustment and that no dollar increase
be considered for the health insurance program. The City Administrator stated
that this item will be placed on the agenda for further discussion and final
adoption at the January 17 City Council meeting.
PORPOSED JOINT POWERS AGREEMENT/MUNICIPAL LEGISLATIVE COMMISSION
City Administrator Hedges presented a draft Joint Powers Agreement that
outlines a concept for the development of a joint lobbying effort with
approximately thirteen (13) suburban communities. He stated that selection of
a lobbyist is expected in the next two to three weeks following final ratifi-
cation of the Joint Powers Agreement by all the proposed member cities. The
City Administrator stated that the main thrust and issue for the adoption of a
Joint Powers Agreement to develop legislative programs is an objective to
equalize local government aid for cities throughout the State of Minnesota.
There were several questions regarding other legislative programs that might
be reviewed by this Municipal Legislative Commission and after final review,
the City Administrator was directed to place the agreement on the January 17
City Council agenda for further consideration.

LEXINGTON SOUTH PUD PARKLAND DEDICATION
The City Administrator discussed a change that is being proposed for the
Lexington South PUD parkland dedication. He stated that the Director of Parks
and Recreation has spent considerable time working on a change in the overall
parkland dedication plan with the developer and the Advisory Parks and
Recreation Commission. He stated that there is some concern about the
interpretation of the original planned unit development agreement regarding
the number of acres the City is expected to accept as parkland dedication.
After review of the maps and agreement, the City Administrator was directed to
place the item on the January 17 City Council agenda for further discussion
and consideration of the matter at that time.
