MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA A
FEBRUARY 28, 1984
A special meeting of the Eagan City Council was held on February 28, 1984, at
7:00 P.M. in the conference room of the Eagan Municipal Center building.
Those present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas
and Wachter. Also present was City Administrator Hedges.
CONSIDERATION OF MANAGEMENT OBJECTIVES
City Administrator Hedges presented a list of ongoing issues stating that each
item requires a priority by the City Council. He stated that all items
discussed by the City Council are typically given equal importance and an
effort is made through proper delegation to coordinate results for the City.
The City Administrator stated that with the number of growing issues, it is no
longer possible to respond and carry out a normal administrative practice for
all issues that are addressed by the City Council or by the management team.
The City Council reviewed some 35 objectives adding approximately 10-12
additional objectives. Each of those objectives was given a priority and the
City Administrator was then given direction to proceed with these objectives
as prioritized and provide the City Council a quarterly update as to the
progress the City is making on each issue. The management, by objective
analysis, was regarded as an excellent exercise by the City Council and it was
stated that a copy of those issues addressed would be made available for
public inspection by requesting a copy from the City Administrator. There was
no formal action taken on this item.
BOARD OF EQUALIZATION
The City Administrator stated that the Director of Finance has received
notification from the Dakota County Assessor's Office that the Board of
Equalization meeting is scheduled for May 24, 1984, if that date is acceptable
to the City Council. The date was agreeable and May 24, 1984, was set as the
date for the Board of Equalization meeting at which time the Dakota County
Assessor's Office would be present at the Eagan Municipal Center to consider
any questions or concerns that Eagan residents might have regarding their
property evaluation.
SPERRY/TIMBERLINE NOISE COMPLAINT
City Attorney Hauge was present and discussed the Sperry/Timberline
neighborhood noise complaint caused by air cleaners located on the north
side of the Sperry semiconductor facility. He stated that residents of the
Timberline neighborhood association are attempting to file a complaint against
Sperry regarding a noise violation and would like the Police Department and
City Attorney's office to prosecute this violation. He stated that it has
been the opinion of his office that the complaint will not be procecuted until
all the information is reviewed and the City Council concludes whether the
noise that is generated from the Sperry semiconductor air stacks is considered
negligible and a violation of the ordinance. There was no action taken on
this item and the City Administrator indicated that the noise issue will
appear on the April 3, 1984, City Council agenda.
