MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL alU1
EAGAN, MINNESOTA
MAY 24, 1984
A special meeting of the Eagan City Council was held on May 24, 1984, at 6:30
p.m. in the City Council chambers of the Eagan Municipal Center Building.
Those present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas
and Wachter. Also present was City Administrator Hedges.
BOARD OF REVIEW
Mr. Don Smith, representing the Dakota County Assessor's Office was present to
open the Board of Review meeting that is annually held by the Assessor's
Office to allow persons to appear and discuss their property assessed valua-
tion with a representative of the Dakota County Assessor's office. After a
brief review of how property taxes are calculated and the response to several
questions and answers, approximately 23 properties were reviewed by
representatives of the Assessor's office. There were no specific appeals made
to the City Council during the Board of Review. Letters from three (3)
property owners who were unable to attend the Board of Review meeting were
given to Mr. Bill Peterson of the Assessor's office.
CANVAS OF ELECTION RETURNS FOR THE MAY 22, 1984, SPECIAL ELECTION
In the absence of City Clerk VanOverbeke, City Administrator Hedges presented
the returns for the May 22, 1984, City Special Election. The City
Administrator stated that results are to be presented to and approved by the
City Council within two (2) days after the election. The results on Question
1, "Shall the City of Eagan issue general obligation bonds in an amount not to
exceed $3,316,000.00 for development of neighborhood and community parks?",
and Question 2, "If the above proposal is adopted, shall the City of Eagan
issue additional general obligation bonds not to exceed $1,096,000.00 for the
acquisition and development of parks?" were as follows:

Upon review, City Councilmember Thomas moved and City Councilmember Wachter
seconded, with all members voting in favor, the motion to declare said
questions answered in the affirmative as the result of the special May 22,
1984, City Election.
REVIEW CHANGE IN ELECTION PRECINCTS
City Administrator Hedges presented a proposed change in the election
precincts that was prepared by the Finance Director/City Clerk. He stated
that due to the rapid growth in the City and a significant change in popula-
tion distribution, the Finance Director/City Clerk is recommending an increase
from 11 to 14 precincts for the purpose of increasing polling places within
the community. The new precinct boundaries were discussed by the City
Council. After several questions, it was suggested by City Councilmember
Wachter that the numbering of precincts 10 through 14 be rearranged with the
understanding that the precinct boundaries will remain the same as recommended
by the Finance Director/City Clerk. After further discussion and in a motion
by City Councilmember Wachter, seconded by Councilmember Egan, with all
members voting in favor, the recommendation of the Finance Director/City Clerk
to increase from 11 to 14 precincts for the purpose of increasing polling
places within the community was approved with the understanding that the
numbering of precincts for precincts 10 through 14 would be changed to provide
a better numerical continuity.

Upon motion duly made and seconded, the meeting was adjourned.
