MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JANUARY 8, 1985
A special meeting of the Eagan City Council was held on January 8, 1985,
at 7:00 p.m. in the City Council chambers at the Eagan Municipal Center
building. Those present were Mayor Blomquist, City Councilmembers Egan,
Smith, Thomas and Wachter. Also present was City Administrator Hedges.
INTERVIEWS FOR RESIDENTS SEEKING COMMISSION & COMMITTEE APPOINTMENTS
City Administrator Hedges reported that nineteen (19) residents will be
present at different times throughout the evening to interview for various
Commission appointments that will be further considered by the City Council on
January 15, 1985, as a part of Organizational Business. Mayor Blomquist
stated that each interview is intended as an opportunity to meet the candidate
and ask two or three questions that were prepared in advance of the meeting.
She further stated that these questions are available for all the candidates
and that ten (10) minutes will be allowed for each interview. The City
Administrator introduced each of the nineteen (19) candidates during each of
their specified time periods throughout the evening, with all of the
interviews being concluded at approximately 10:45 p.m.
Following the interviews, there was a general discussion by the City
Council regarding each of the candidates and the appointments that would be
further considered at the January 15 meeting. It was generally concluded by
the City Council that due to a significant amount of interest in seeking
Commission appointments by the public, it would be unfair to appoint one
individual to more than one (1) Commission. After further discussion, the
City Administrator was directed to contact Lloyd Krob, who has been serving on
both the Advisory Planning Commission and Joint Cable Commission to inform him
of this procedural change and ask if he would be willing to serve on one of
those Commissions. Mayor Blomquist stated that further consideration of all
Commission appointments is to be scheduled as an agenda item at the January
15, 1985, regular meeting.
SPECIAL ASSESSMENT HEARINGS
City Administrator Hedges stated that special assessment hearings were
originally scheduled at the October 16, 1984, regular City Council meeting for
a special public hearing on January 8, 1985, to consider appeals from certain
property owners for Project 315-R, Project 383, Project 381, Project 361,
Project 371 and Project 382. He stated that appraisals were not received for
review by the City relating to improvements that were performed for the
reference projects in time for this special meeting. Residents were notified
that these hearings would be continued until regular meetings scheduled during
the months of February and March. After further discussion on the matter, and
in a motion by City Councilmember Smith, seconded by City Councilmember Thomas
with all members voting in favor, final assessment hearings for certain
parcels within Project 361, 371 and 382 were scheduled for the February
19, 1985, regular meeting, and the final assessment hearings for certain
parcels within Project 315-R, 383 and 381 were scheduled for the March 5,
1985, regular City Council meeting.
