MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
Eagan, Minnesota
April 23, 1985
A special meeting of the Eagan City Council was held on April 23,
1985, at 7:00 p.m. in the City Council chambers at the Eagan Municipal Center
building. Those present were Mayor Blomquist, City Councilmembers Egan,
Smith and Thomas. City Councilmember Wachter was absent. Also present was
City Administrator Hedges.
FINAL EIS AND INDIRECT SOURCE PERMIT/LAUKKA-BECK POD
City Administrator Hedges stated that the final Environmental
Impact Statement for the Laukka-Beck Eagan site development was made available
by the Environmental Quality Board for a ten-day public review and comment
which ended on April 22, 1985. He further stated that a resolution is
necessary approving the final environmental impact statement for the Laukka-
Beck Eagan site development making the determination of EIS adequacy and
further that a copy will be forwarded to the Environmental Quality Board. The
City Administrator stated that the decision of the City Council regarding the
Laukka-Beck Eagan site development final EIS will be published in the EQB
Monitor by virtue of notification of the EQB. After further review in the
matter and in a motion by City Councilmember Thomas, seconded by Councilmember
Smith, with all members voting in favor, a resolution approving the final
environmental impact statement for the Laukka-Beck Eagan site development was
approved and the City Administrator was directed to submit said resolution to
the EQB Monitor for official publication. R 85-21
CITY CONTRACT 85-14 FOR SPRING PARKS PROJECT
The City Administrator stated that bids were received and opened
on Friday, April 19, for City Contract 85-14 for several projects that are
under consideration for construction this spring. He stated that the Director
of Parks and Recreation has tabulated the bids and is recommending that the
bid be awarded to Central Landscaping with the base bid amount of $476,837.05.
He stated that this bid is approximately 8% less than the City's estimate.
The City Administrator stated that the project which includes Fish Lake, Goat
Hill, Walnut Hill and Schwanz Lake grading and site development will be paid
for out of the bond proceeds. In official action that was taken by City
Councilmember Egan, seconded by Councilmember Thomas, with all members voting
in favor, City Contract 85-14 for site construction improvement of Fish Lake,
Goat Hill, Walnut Hill and Schwanz Lake parks was awarded to the low bidder,
Central Landscaping, in the amount of $476,837.05.
ADMINISTRATIVE SECRETARY
The City Administrator stated that the volume of work that is
being processed at the Municipal Center building has increased dramatically
and there is a rather urgent need to reinstate the position of Administrative
Secretary. He stated that effective January 1, 1984, Holly Duffy was promoted
from Administrative Secretary to Administrative Assistant and the position of
Administrative Secretary was never filled. The City Administrator and
Director of Finance have used the Administrative Assistant and clerical pool

for secretarial support services for their two (2) departments. The City
Administrator commented on the increased volume of workload stating that the
clerical pool is no longer able to complete the typing for the City
Administrator and the Administrative Assistant is heavily involved with
personnel and other administrative duties. Therefore, it is no longer
possible to provide the type of secretarial assistance needed by the City
Administrator and Director of Finance utilizing existing personnel. He
further stated that the position of Administrative Secretary based on the
Arthur Young survey is a B31 and should be compensated at a rate of pay equal
to $1,700 per month which is equivalent to engineering techs rated at the same
level. After further discussion on the matter and in a motion by City
Councilmember Egan, seconded by Councilmember Thomas, with all members voting
in favor, the position of Administrative Secretary was reinstated at a salary
of $1,700 per month and direction was given to the City Administrator to
advertise and seek a placement for that position.

There being no further business and upon motion duly made and
seconded, the meeting was adjourned.
