04/30/1985 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA APRIL 30, 1985 A special meeting of the Eagan City Council was held on April 30, 1985, at 5:15 p.m. at the Eagan Municipal Center. Present were Mayor Blomquist and City Councilmembers Wachter, Egan and Thomas. Absent was City Councilmember Smith. Also present was City Administrator Hedges. PUBLICATION/HISTORY BOOK The City Adminsistrator stated that four (4) proposals were received for printing and binding the History Book for the City of Eagan. He stated that Pioneer Printing and Nystrom Publishing Company, Inc., were the two lowest bidders, however, due to their lack of experience in publishing hardbound books in the addition to the time frame of 60 days, it is expected that delivery by July 1 will be a concern for the City of Eagan. He reported that the other two (2) bidders were Viking Press, Inc., and Colwell/North Central, Inc., both of whom are larger publishing companies with significant experience in publishing hardbound books. The City Administrator recommended that Viking Press, Inc., be considered, who is the lowest bidder. After a general discussion by the City Council, it was suggested that 3,000 books be ordered at $5.74 or a total bid price of $17,230.60 and further that books are to be sold at $8.95 each. There was further discussion that any proceeds that were earned from the sale of books would be used for other City Celebration events such as final sculpturing of the Lone Oak Tree. After further review on the matter and in a motion by City Councilmember Wachter, seconded by Councilmember Egan, with all members voting in favor, Viking Press, Inc., was selected to publish the Eagan History Book referred to as "Lone Oak Years" at a price of $5.74 each for a quantity of 3,000 books at a total bid price of $17,230.60. CITY LAPEL PIN Mayor Blomquist stated that while attending the National League of Cities Conference, a lapel pin was given to her by the mayor of Commerce City, Colorado. She further stated that due to the uniqueness of a city local lapel pin, she instructed the City Administrator to seek a design and quotations for a City of Eagan lapel pin. The City Administrator reported that for a 3/4" button, the cost would be approximately 75 cents a piece for 1,000 depending on the colors that are desired in the lapel pin. It was suggested by the City Council that the lapel pin include the City of Eagan letterhead logo and further that the pin include City of Eagan, Minnesota, and "the symbol of strength and growing in our community". The lapel pin should include the color brown for the tree trunk and rim border, green for the tree, gold lettering and a white background. After further discussion by the City Council and in a motion by City Councilmember Egan, seconded by City Councilmember Thomas, with all members voting in favor, the City Administrator was directed to proceed with the ordering of a lapel pin per the aforementioned specifications. 1 Special Council Minutes April 30, 1985 PRESIDENT'S CITATION PROGRAM FOR PRIVATE SECTOR INITIATIVES Mayor Blomquist presented a letter from United States Representative Bill Frenzel that refers to President Reagan's nationwide initiative "The President's Citation Program For Private Sector Initiatives" which recognizes Americans whose efforts and contributions to society exemplify the spirit of volunteerism that is so important to our world today. She recommended that Bob Childers, Eagan Fire Chief, be considered by the City Council for this recognition. After a brief discussion and strong concurrence by all members of the City Council, a motion was made by Mayor Blomquist, seconded by City Councilmember Wachter, with all members voting in favor, that the City Administrator be directed to prepare a letter to the Honorable Bill Frenzel, U.S. Representative for the 3rd District, recommending Bob Childers, Eagan Fire Chief, for consideration as the recipient of the President's citation for private sector initiatives recognition. ADVISORY PLANNING COMMISSION MEETINGS Mayor Blomquist stated that due to the scheduling of two (2) Advisory Planning Commission meetings per month, there is an irregular attendance pattern by Planning Commission members for the two (2) meetings. She stated that it is important to the City Council and community to have full representation of the Advisory Planning Commission at both meetings if two meetings are to be held on a monthly basis. City Councilmembers concurred and stated that if Planning Commission members are splitting up which meetings they attend, the City is essentially operating with two (2) different Planning Commissions which could lead to some inconsistency with the review and recommendations to the City Council for land use and zoning applications. After further discussion, a motion was made by Mayor Blomquist, seconded by City Councilmember Wachter, with all members voting in favor, that the City Administrator be directed to send a letter to the Advisory Planning Commission stressing the importance of full attendance at any and all meetings that are scheduled by the Advisory Planning Commission to consider public hearings for rezoning and/or land use applications.
