09/24/1985 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA SEPTEMBER 24, 1985 A special meeting of the Eagan City Council was held on Tuesday, September 24, 1985, at 7:15 p.m. at the Eagan Municipal Center. Present were Mayor Blomquist and City Councilmembers Egan, Smith and Wachter. City Councilmember Thomas was absent. Also present were Director of Finance VanOverbeke, Administrative Assistant Jon Hohenstein and City Administrator Hedges. PROPOSED 1986 BUDGET The City Administrator presented revisions as directed by the City Council for the 1986 Budget that is estimated at $6,200,000. He indicated that all capital outlay was closely examined and the budget revisions reflect a specific prioritizing of capital equipment for each department in 1986. The City Administrator stated that the radio communications system was omitted from the 1986 Operating Budget and if any further consideration is to be given to that capital expenditure, it would be necessary to consider equipment certificates. He further commented that a tandem dump truck, irrigation equipment and several other capital items were omitted from the 1986 Budget in order to meet the $6,200,000 budget. After a detailed review of all capital that was under consideration for funding in 1986, it was determined that a new radio communications system is necessary for all City departments. However, due to the lack of funding, the system will not be updated until 1987. Concern was expressed by members of the City Council that any communications equipment purchased in 1986 must be compatible with the new communications system that is planned for acquisition in 1987. The City Administrator reviewed the impact on certain programs if capital items are not purchased in 1986 as requested by department heads. As an example, replacement of the tandem dump truck is necessary in order to maintain a constant delivery of service as it relates to snow removal. The City Administrator was asked to explore all the alternatives regarding the replacement of capital equipment items during 1986, and further that a budget analysis of equipment repairs and other related data be provided as periodic updates to the City Council for their review. There were questions raised regarding certain capital equipment items, and the City Administrator was directed to provide additional information in certain cases where capital items were to be reduced from the operating budget with the amount of the expenditure added to the Contingency Fund. There was no official action taken regarding the 1986 budget. However, for mill levy certification purposes, the General Fund Budget was to be set at approximately 6.2 million dollars which includes a mill rate increase of approximately .8 of a mill. Special Council Minutes September 24, 1985 FEE SCHEDULE/LICENSE & PERMITS The City Administrator stated that the comprehensive fee schedule was prepared by Administrative Assistant Hohenstein for the purpose of reviewing and establishing a new rate for each of the City's licenses, permits and fees. He stated that many of the license and permit fees have not been reviewed or changed for several years and as a result do not reflect the administrative costs that are associated with processing and monitoring a given license or permit. The City Administrator further indicated that certain fees, i.e., trunk assessment and surcharge rates have been updated on a calendar basis and, therefore, no changes were recommended with this study. The City Administrator stated that all fees that are related to liquor beer and wine license require an ordinance amendment. He further indicated that all other fees can be changed by resolution of the City Council. Administrative Assistant Hohenstein reviewed each license and permit discussing the proposed fee change. There were a number of questions raised by the City Council and in some cases the fees were changed after review and discussion. Legal questions were raised regarding certain fee schedules, and Administrative Assistant Hohenstein was asked to contact the City Attorney's office to review those changes. The City Adminstrator stated that all licenses and permits that require a change in the fee schedule are to be presented at the next regular City Council meeting.
