MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
OCTOBER (10, 1978
A special meeting of the Eagan City Council was held on October 10, 1978
at 7:00 p.m. at the City Hall pursuant to notice. Those present were Mayor
Murphy and Council Members Smith, Wachter, Egan, and Parranto. Also present
was City Administrator Hedges.
NEW POLICE DEPARTMENT FACILITY. City Administrator Hedges stated that
four quotations were received for sodding around the new Police Department
facility. He stated that proposals were received from Melby Sod and Land-
scaping, C.G. Braun Turf Farm, Wagner Sod Company, and Danner Landscaping.
The low proposal was submitted by Melby Sod and Landscaping of Apple Valley
in the amount of 85~ per square yard for 3000 square yards of sod. The price
includes raking, grading, and installation of the sod. City Council Member
Wachter suggested that the Police Department consider laying the sod and
apply the cost savings per square yard toward the exercise equipment that
was requested for the new Police Department facility. After further discussion
on the matter and in a motion by Wachter, seconded Egan, all members voting
in favor, the low proposal submitted by Melby Sod and Landscaping of Apple
Valley in the amount of 85' per square yard for 3000 square yards of sod
to be laid at the new Police Department facility was approved subject to
a reduction in the per square yard cost if the Police Department personnel
will lay the sod applying the savings toward the purchase of exercise
equipment to be used in the new Police Department facility.
JOINT PARK COMMITTEE CITY COUNCIL DISCUSSION. -A joint meeting between
the City Council and the Advisory Park Committee was held. Mayor Murphy

lead the discussion with all members of the City Council, Park Advisory
Committee Members and City staff in attendance participating in the discussion.
Park Advisory Committee members who were present were as follows: Jean
Loken, Myrel Lundsten, Norm Hagen, Roger Martin, Neil Coates, and Mike

Thomas. The City staff in attendance included Park and Recreation Director
Schmidt, Public Works Director Colbert, Zoning Administrator Runkle,
Planning Consultant John Voss, and City Administrator Hedges. The discussion
included the philosophy for acquisition and development of parks, the size
of parks, how many parks should be developed in the City and more specifically
how the City should approach the dedication of passive and/or active park
land as it relates to future development. The City Council and Members of
the Park Advisory Committee felt the meeting was an excellent opportunity
to exchange ideas, philosophies and general attitudes toward the acquisition
and development of parks in the City of Eagan. Mayor Murpny concluded the
meeting by praising the committee members for their dedication and involvement
in the park program and further stated that more informal discussion
sessions will be held in the future between the City Council and Park
Advisory Committee.
Wachter moved and Smith seconded the motion, with all members voting
aye, to adjourn at 10:20 p.m. TLH
