MINUTES OF A SPECIAL COUNCIL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JUNE 9, 1978
A special meeting of the Eagan City Council was held on June 9, 1978, at
5:00 p.m. Those present were Mayor Murphy, Councilmen Wachter, Smith and
Parranto. Also present were City Attorney Hauge and City Administrator Hedges.
The Mayor explained that the Council meeting had been called with notice
to all Councilmen by telephone on June 8, 1978, regarding the intervention by
the City of Eagan in the hearing before the Department of Natural Resources
for a bridge across Blackhawk Lake. The intervention by other parties was
discussed and also there was considerable discussion regarding possibly requesting
a continuance of the hearing scheduled for June 22, 1978. City Attorney Hauge
indicated that he had made preliminary telephone calls with a number of the
principal parties and Mr. Myron Greenberg, the Hearing Examiner, and it
appeared the soonest the hearing could be reset after June 22, would be the
week of August 14, 1978. Implications of the delay were discussed in detail
and the Councilmembers determined that they would not request a delay in the
hearing date.
There was further discussion concerning the hiring of special counsel to
coordinate Eagan's intervention before the DNR. Parranto moved and Smith
seconded the motion to reaffirm the engagement of Lindquist and Vennum,
Attornies in Minneapolis, whereby McClay Hyde would act as the principal
attorney on the behalf of Eagan and that Mr. Hyde proceed as quickly as
possible to prepare for the June 22 hearing. All members voted yes.
The Council tentatively scheduled a special meeting of the City Council
for 5:00 n.m. on Monday, June 12, and on Tuesday, June 13, 1978, at the City
Hall, to meet with Mr. Hyde to discuss Eagan's participation in the hearing.
Upon motion, made and seconded, the meeting adjourned at 6:30 p.m.
