MINUTES OF A SPECIAL COUNCIL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
June 13, 1978
A special meeting of the Eagan City Council was held on June 13, 1978 at
5:00 p.m. at the City Hall pursuant to notice. Those present were Councilmen
Wachter, Smith, Egan, and Parranto. Absent was Mayor Murphy. Vice-Mayor
Wachter chaired the meeting. Also present were City Administrator Hedges, City
Attorney Hauge, McClay Hyde, Tim Butler, Howard Dahlgren, Sven Borgerson, and
a representative of the Dakota County Tribune.
BLACKHAWK LAKE DNR PERMIT HEARING. The Councilmen discussed with Mr. Hyde
and Mr. Butler, who have been retained to act as special Eagan counsel for the
DNR hearing scheduled to commence on June 22, 1978, for the 135E crossing of
Blackhawk Lake. A viewing of the bridge area adjacent to Blackhawk Lake took
place during the afternoon of June 13th including staff members and
consultants. Discussion ensued concerning the possible continuance of the
hearing process and it was understood that certain parties may be requesting a
continuance. It was noted that the EQB had given approval of the A-1 alignment
without any in depth studies. Mr. Sven Borgerson, representing Residents
Concerned for Eagan, stated that he understood that Merritt Linzie of District
9, MinnDot, stated that there would be no substantial delay by implementing
the A-2 alternative. Councilmembers questioned however, whether additional
EIS work would be necessary on A-2 in addition to the EIS that had been
completed earlier by MinnDot. Mr. Borgerson indicated that Residents Concerned
for Eagan have decided at this date not to intervene in the hearing process.
After discussion, and upon motion by Egan, seconded by Smith, all members
voting in favor, it was resolved that the firm of Lindquist and Vennum be
authorized to determine whoever in their best Judgment are necessary as expert
witnesses for preparation and attendance at the June 22 hearing and extensions
of the hearing and further to recommend whether in their discretion the

June 22 hearing should be continued, all under the supervision and
concurrence with the City Administrator.
CLERK RECEPTIONIST. City Administrator Hedges recommended that Deborah
Archer be hired as the Secretary-Clerk-Receptionist for the Engineering and
Planning Department at the City Hall commencing June 16, 1978. Smith moved
and Parranto seconded the motion, all members voted in favor, to hire Deborah
Archer effective June 16th according to the Administrator's recommendations.
AUTOMATIC TELEPHONE SYSTEM. Mr. Hedges recommended the installation of
an Automatic. Telephone system at an estimated cost of $6.70 per month
through Northwestern Bell Telephone Company with a maximum installation cost
of a $140 to permit after hour callers to receive messages concerning
emergencies, working hours, etc. Parranto moved and Smith seconded the
motion, all members voted yea, to authorize the rental and installation of
the Automatic Telephone system through Northwestern Bell.
INSURANCE COMMITTEE MEETING. A meeting of the Insurance Committee will
be held at 5:00 p.m. on June 15th at the City Hall.
CITY LAND ACQUISITION. Councilman Parranto discussed with the
Councilmen a request made by the Council that J. E. Parranto, Inc., explore the
possibility of acquiring 20 acres lying adjacent to and East of the new
Police Facility along Pilot Knob Road. He indicated that Jean Parranto has
acted as agent through Ron Johannson Realty in acquiring a purchase agreement
with the owners at $5,000 per acre whereby the third party purchaser must
notify the sellers as of June 20th whether the assignee of the purchaser
elects to acquire the property. The City Administrator was requested to place
the matter early on the agenda of the June 20th Council meeting for
discussion by the Council at that time.
Wachter moved and Smith seconded the motion with all members voting
