WATER QUALITY MANAGEMENT PLAN
Mayor Ellison welcomed members of the Advisory Planning Commission
and Advisory Parks and Recreation Commission for the purpose of reviewing the
Water Quality Management plan. The Director of Public Works reviewed the
background and policies that are proposed by the Water Quality Task Force for
the purpose of protecting existing water quality and fostering the improvement
of water quality where it has become degraded. He stated that the City of Eagan
has over 340 water bodies located within the community and the impact of urban
development is beginning to affect downstream water quality, the degradation of
ponds and various lakes within the City. Public Works Director Colbert stated
that the Task Force reviewed and inventoried the City's water bodies, developed
a water body classification system and developed water quality standards with
the assistance of the Dakota County Soil and Water Conservation District. The
Director of Public Works reviewed the six (6) goals and the thirteen (13)
policies that were recommended by the Water Quality Management group.
Both the Advisory Parks and Recreation Commission and Advisory
Planning Commission shared their comments with the City Council regarding the
importance of the water quality plan and commended the task force for identifying
a number of policies. The Director of Public Works also discussed a number of
recommendations which would be critical in implementing the policies, again,
defined by the Water Quality Task Force. After City Council review and reaction
to the proposed policies, it was determined that the City Attorney's office
review the proposed policies and, further, that the task force present the
policies to the Developers Task Force for their reaction and input prior to
setting a public hearing for the purpose of ratifying the water quality
management plan.
HUD PROPERTY ACQUISITION
Director of Parks and Recreation Vraa reported on the acquisition
of property located on the southwest quadrant at Diffley and Lexington from the
Department of Housing and Urban Development. He stated that the property is
proposed as parkland and a proposed reservoir site. He stated that a letter to
the City has identified the sale price at $1,275,000 for the 82.5 acres. The
City would assume the assessments for the parcels and, therefore, the acquisition
price plus assessments is approximately $1,562,00 or $18,950 per acre. Director
of Parks and Recreation Vraa stated that the park site acquisition fund is the
proposed revenue source for acquisition of the HUD property. He stated that
total acquisition includes two (2) additional properties of land that were
acquired by HUD from Lexington South and they are identified as Outlot C of
Edgewood 1st Addition and a second parcel south of Diffley Road, east of Daniel
Drive. Although the total property is 82.5 acres, that area southwest of Diffley
and Lexington is approximately 63 acres.
Members of the APRC and City Council discussed the terms of the sale
by HUD and agreed that the property should be acquired for the purpose of
developing the community's third athletic complex. The City Council asked the
Director of Parks and Recreation to analyze the additional parcels that are
included in the sale for determining whether they should be declared surplus
property or be retained for some public benefit. There was no action required
on this item.
