MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
AUGUST 10, 1987 A special meeting of the Eagan City Council was held on Monday,
August 10, 1987 at 5:00 p.m. at the Eagan Municipal Center. Present
were Mayor Blomquist and Councilmembers Wachter, Egan and Ellison.
Councilmember Smith arrived at 6:00 p.m. In addition, Public Works
Director Tom Colbert, Consulting Engineer Robert Rosene, and City
Attorney Paul Hauge were present. _
The Mayor convened the special emergency meeting of the City
Council, pursuant to telephone call of all Councilmembers, at-5:10
p.m. - AUGUST 8, 1987 - RAINSTORM - AFTERMATH
Mayor Blomquist explained the purpose of the meeting was for the
Council to discuss damage that resulted from, and proposed steps for
alleviating the problems resulting from the approximately 2 inch
rain storm on Saturday, August 8, 1987. She indicated that staff
members had been contacted, in addition to certain Councilmembers
regarding the damage that was created, particularly on Clark Street
in River Hills 9th Addition. The objectives included both short and
long range solutions.
Tom Colbert reviewed the alternate solutions and indicated that
there had been problems with two pumps that had been installed to
attempt to alleviate the problems. He made the following
.recommendations:
1. A television camera will be run through the storm sewer
pipes within the next two days to detect any obstructions.
2. A trash guard will be placed on the inlet of the storm
system in River Hills 9th Addition.
3. Until the Cinnamon Ridge construction is complete, all
manholes will be checked visually on a regular basis.
4. Pumps will be made available in the event of future storms.
5. Sandbagging will also be considered.
6. A possible increase in the berm size would be a long-term
solution.

Consulting Engineer Bob Rosene was also present and stated that
according to the hydraulic analysis, the existing pipe should handle
the drainage. If there is an obstruction, then this could have
created the problem, although the July 23, 1987 storm would possibly
have been greater than the system could handle. Mr. Colbert pointed
out the obstructions that had been found in the storm sewer line on
the east side of Highway #77, leading from the River Hills 9th
Addition, and the plan was to clean out the storm line at the
manhole on Tuesday, August 11, 1987.
Councilman Wachter suggested raising the berm and possibly
constructing a block wall along the walkouts-where serious flooding
had occurred. Prior problems, it was noted, were created by silt
and sediment from the Cinnamon Ridge Pond construction area.
The Mayor asked whether sandbagging would be feasible and if so,
what area should be sandbagged. Mr. Colbert recommended sandbagging
near the structures only with possible future berming.
There was also discussion about possibly halting the developer
in the Cinnamon Ridge Addition during the analysis and correction of
the current problems. Mr. Colbert noted that the 21 inch storm
sewer drains approximately 18 acres in River Hills 9th Addition,
whereas, 68 acres run through the River Hills Park into Burnsville
from the Cinnamon Ridge area. Councilman Ellison stressed the need
to check the storm lines in the area because of the high water
experience in the past.
A number of affected residents were present and generally
favored increasing the size of the berm. A petition was submitted
from the affected owners requesting the following:
1. The City will sandbag any location determined by the staff
to be critical areas.
2. The City was directed to review the design data concerning
adequacy of the existing storm system.
3. The City should develop reasonable alternatives to be
considered by the owners and the City.
4. It was recommended that a second engineering opinion
concerning the data produced, be acquired, which the Council intends
to do.
5. The owners requested that the analysis be done within 10
days and Mr. Colbert recommended that an adequate time be allowed to
review the issues. The Mayor requested, and the Councilmembers
agreed, that the staff and the engineering consultants proceed
expeditiously on the River Hills 9th Addition area because of the
immediacy of the problems.

6. It was recommended that building permits be discontinued in
Cinnamon Ridge, but the Council did not act on that issue.
Upon motion by Wachter, seconded Ellison, it was resolved that
the staff be directed to proceed with the issues that the Council
had agreed with and mentioned above, and that the City complete the
outlet system and bill the Cinnamon Ridge developer for the cost
because of lack of compliance with the City requirements in
completing the storm drainage system in that area. All members
voted in favor.
GENERAL HIGH WATER UPDATE
Mr. Colbert also reviewed certain other areas within the-City
that have experienced flooding or high water levels.
1. Contract Beverages - Highway #55. He noted that part of the
area had been inundated with water because the E-Z Airpark developer
had eliminated the temporary pond. Contract Beverages has refused
to grant the easement for the storm sewer outlet project because of
the current problem. The Council requested that the staff demand
that the E-Z Airpark owner provide for temporary ponding, or that
the construction be shut down and further, that the easement with
Contract Beverages be acquired at the soonest possible time.
2. Covington Circle. Water has risen substantially in the
Covington Circle area of Beacon Hill, according to Mr. Colbert.
3. Carlson Lake. Mr. Colbert noted that the lake is not
draining adequately because of upstream pond in-flow.
4. Lexington Square. The high water issues in that area will
be evaluated by the engineering staff.
5. Rocky Lane. Mr. Colbert noted that complaints have been
received because of the pond level retention in that area.
ADJOURNMENT
Upon motion by Egan, seconded Wachter, it was resolved that the
meeting adjourn at 6:30 p.m. All members voted in favor.
