MINUTES OF A SPECIAL MEETING OF THE
EAGAN CITY COUNCIL
Eagan, Minnesota
August 25, 1986
A special meeting of the Eagan City Council was held on Monday,
August 25, 1986, at 7:30 p.m. at the Eagan Municipal Center. Present were
Mayor Blomquist and City Councilmembers Egan, Ellison, Smith and Wachter.
Also present were Finance Director VanOverbeke, Administrative Assistant
Hohenstein, Administrative Intern Johannes and City Administrator Hedges.
PROPOSED 1987 BUDGET
The City Administrator presented a draft 1987 Budget for all general
fund activities totaling $7,682,216. He stated that the Department Head
request was $8,880,075 which was revised after a comprehensive review of all
departmental budgets. Finance Director VanOverbeke presented the anticipated
revenues stating that the proposed tax including homestead credit represent
approximately 68% of the budget while additional revenue sources including
building permits and other revenues represent about 32% of the operating
budget. The mill rate was reviewed and estimated at 22.439 mills which is an
increase of 1.445 mills from the levy certified in 1986. The City
Administrator stated that this mill rate is based on the City Administrator's
revised budget.
A detailed analysis of each departmental budget was presented by the
City Administrator and discussed by members of the City Council. A number of
questions were raised and budget reductions suggested for several departments.
The City Administrator was directed to revise the operating budget to reflect
these changes for review and consideration at the next budgetary work session.
It was generally agreed by the City Council that manpower and capital outlay
would be reduced and that the City Administrator should present a revised
budget that would reflect no increase in the mill rate to be certified in
1987. After further review and discussion, a budget meeting was tentatively
scheduled for Monday, September 8, 1986, at 7:30 p.m. It was also determined
that the Airport Noise Committee would meet at 6:30 p.m. on the same evening
to provide an update on their findings to the City Council.
PROPOSED GAMBLING LICENSE
City Administrator Hedges stated that many service organizations do
not meet during the summer months and, therefore, a hearing scheduled at the
September 2 meeting might not allow the various organizations an opportunity
to review the proposed ordinances regulating the sale of pull-tabs. After a
brief discussion, it was agreed that the public hearing that was originally
scheduled for September 2 should be rescheduled until the first meeting in
October to allow service organizations an opportunity to review the proposed
ordinances. After brief review and in a motion by City Councilmember Egan,
seconded by City Councilmember Wachter, with all members voting in favor, the
public hearing originally scheduled for September 2, 1986, to consider
ordinance amendments for the regulation of the sale of pull-tabs was
rescheduled to the October 7, 1986, regular City Council meeting.
ADJOURNMENT
There was no additional business and the meeting was adjourned at
approximately 11:00 p.m.
