MINUTES OF A SPECIAL MEETING OF THE
EAGAN CITY COUNCIL 00045
February 13, 1986
A special meeting of the Eagan City Council was held on Thursday,
February 13, 1986, at 6:15 p.m. at the Eagan Municipal Center Building.
Present were Mayor Blomquist and City Councilmembers Egan, Ellison, Smith and
Wachter. Also present was City Administrator Hedges.
UNION NEGOTIATIONS/PUBLIC WORKS & PARKS MAINTENANCE
City Administrator Hedges reviewed the most recent contract proposal
as offered by Local 320 representing the Public Works/Parks Maintenance
employees. He stated that the offer is two years with a wage proposal of 6%
each calendar year. After review of the revised contract demands, a motion
was offered by Mayor Blomquist, seconded by City Councilmember Egan, with all
members voting in favor, that a counter offer be presented allowing for 3% in
1986, 3.5% in 1987 and that health insurance be increased to $180 per employee
in 1986, and clothing allowance be designated at $160 for 1986 and that Martin
Luther King Day be retroactive and included for both calendar years.
DISPATCHERS & CLERICAL NEGOTIATIONS
City Administrator Hedges reviewed both the Police Dispatchers
counter proposal and an offer that was presented by the Clerical employees.
He stated that both groups are organized under the 320 Teamsters but are
clearly two separate bargaining units. He stated that the Police Dispatchers
are requesting 6.5% effective January 1 and a 2% increase July 1, 1986, along
with several other benefits. He stated that the clerical employees are
requesting 4% effective January 1 with a 2% adjustment July 1, or some
assurance of implementation of the comparable worth plan. The City
Administrator also stated that additional benefits were being requested by the
clerical unit. After review and discussion of the counter proposals by both
the dispatchers and clerical units, a motion was offered by City Councilmember
Smith and seconded by Councilmember Ellison, with all members voting in favor,
that the original offer presented by the City to the dispatcher unit be
adjusted for wages to 5% January 1 and for the clerical unit, 4% January 1
with both units receiving a comparable worth adjustment effective October 15,
1986, in an amount not to exceed 20% of the difference between the 1986 rate
of compensation and the rate of compensation for the appropriate and
comparable position. A clarification was offered following a motion that all
other contract demands, with the exception of those items previously agreed
upon, were found not to be acceptable.
PERSONNEL ITEKS
City Administrator Hedges reviewed reasons for a recent suspension
of Eagan Police Officer Pete Poppler. There was no action required.

There being no further business, the meeting was adjourned at 7:00
p.m. Following the meeting, a special meeting sponsored by the City of Eagan
was held with representatives of the Airport Noise Committee and surrounding
communities as well as area legislators to discuss the status of the
Governor's Task Force on Airport Noise and what other action is being taken to
reduce and resolve the noise impact caused by aircraft over Dakota County.
