03/11/1986 - City Council Special r, n L ;C85 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA MARCH 11, 1986 A special meeting of the Eagan City Council was held at the Eagan Municipal Center on March 11, 1986, at approximately 9:45 p.m. at which the following were present: Mayor Bea Blomquist, City councilmembers Smith, Egan, Wachter and Ellison. Also present was City Administrator Thomas Hedges, and City Attorney Paul Hauge. O'NEIL VS. CITY OF EAGAN Tom Hedges reported that a letter had been forwarded to Harold Sheff proposing terms for settlement of the O'Neil action but that no response had been received at the present time. TOLLEFSON BUILDERS ISSUES The City Administrator and City Attorney also reviewed with the City Council the status of the proposed revocation of building permits and contractors license for Tollefson Builders. He noted that the staff is preparing a list of discrepancies and problems regarding compliance with City rules and ordinances and a meeting will be held with representatives of Tollefson Builders on Thursday, March 13, 1986. A proposed draft of an Agreement was discussed which will be reviewed at the meeting on March 13 regarding future enforcement of violations and also compliance with existing violations, and the Council directed the Administrator and City Attorney to prepare the draft for eventual submission to the City Council for review at its March 18, 1986 regular meeting. FISCAL DISPARITIES LAW REVISIONS Letters to Representative Seaberg and Senator Knutson from Mayor Blomquist expressing the Council's concern about the proposed revisions to the fiscal disparities law and its impact upon Eagan were discussed. Concerns included the formula and the exemptions that certain Cities have sought from the law.
